From here arises the book’s title, where the ‘dove’ is represented by Rumor, a fervent Catholic, a firm anti-Communist, a reliable Atlantist and an indefatigable Europeanist; while the ‘eagle’ is embodied by the Republican Administrations of Richard Nixon and Gerald Ford.
