Societal Dynamics and Fragility aims to address the social dimensions of fragility. Prepared as a complement to the 2011 World Development Report, this book frames fragility as a problem not only of state capacity, but also of relationships in society. Drawing on analytical work in Liberia, Central African Republic, Yemen, Indonesia (Aceh) and Haiti, it recommends placing social cohesion at the center of development efforts in fragile environments by cultivating an in-depth understanding of the societal dynamics at play in each context and adapting programs to address the sources of division that hinder state building. Specifically, the book advocates a focus on perceptions of injustice at least as much as measurable inequalities, and for creating space to facilitate constructive connections between institutions, especially between customary and state structures as well as often-nascent civil society institutions.

Extreme fragile situations are now home to at least a quarter of the worlds people. In the worst cases, where fragility has given way to open violence - people are more than twice as likely to be malnourished, more than three times as likely to be unable to send their children to school, twice as likely to see their children die before age five, and more than twice as likely to lack clean water. It is unsurprising that not a single low-income country in these circumstances has been able to achieve even one Millennium Development Goal (World Bank 2011). In addition, many fragile situations generate spillover effects such as trafficking in illegal goods and persons, and corruption, which threaten the stability of neighboring countries (Organization for Economic Cooperation and Development, or OECD 2005, 2010). This study views fragility as not only a problem of state capacity, but also of relationships in society. That is, while some elements of fragility emanate from the state, others are deeply rooted in societal dynamics, the way individuals and groups interact and the relationships that form out of these interactions.

Today's world is changing at breakneck speed, shaking the very foundations of many societies. Increased mobility through massive urbanization and migration allows people unprecedented access to different cultures and ideas; advanced technologies speed the pace of human interaction; the globalization of communication offers new forms of social relationships that may directly contradict traditional norms for behavior. These changes create tremendous stresses on relationships in societies - affecting the way youth interact with their elders, the way women and men relate to each other, how urban migrants and refugees relate to their new environments, and so on. Drawing on case studies from Yemen, Central African Republic, Haiti, Liberia and Aceh (Indonesia), the book provides a framework for understanding and healing the social divides that often get in the way of building capable institutions and exiting from fragility.

Social inclusion is on the agenda of governments, policymakers, and nonstate actors around the world. Underpinning this concern is the realization that despite progress on poverty reduction, some people continue to feel left out. This report aims to unpack the concept of social inclusion and understand better how policies can be designed to further inclusion. First, the report offers a definition of social inclusion as the "process of improving the terms for individuals and groups to take part in society." It unpacks different domains of society that excluded groups and individuals are at particular risk of being left out of -- markets, services, and spaces. Second, the report discusses the most important global mega-trends such as migration, climate chnage, and aging of societies, which will impact challenges and opportunities for inclusion. Finally, it argues that despite these challenges, change towards inclusion is possible and offers examples of inclusionary policies.
