This book provides a detailed understanding of how different types of engagements impact upon the reform and EU integration of the Western Balkan region. It examines the influence of Russia, China, Turkey and the UAE in the region and analyses the range of existing links. Contributors offer an academic and multifaceted perspective of the role of external and non-Western actors in the region that goes beyond, on the one hand, the tendency of some Western decision makers to perceive all engagement by third powers as a sinister threat and, on the other, the view of regional governments of all external involvement as a boon coming at a time of Western neglect and reduced foreign investments. By looking at the importance of Russia, Turkey, China and the UAE in the Western Balkans, the book sheds light on one key arena of global competition, offers new insights on the strengths and weaknesses of Euro–Atlantic integration and advances our knowledge of foreign policy and its economic, social and security dimensions for small and medium-sized countries. Ethnic Violence and the Societal Security Dilemma explores how the phenomenon of ethnic violence can be understood as a form of security dilemma by shifting the focus of the concept away from its traditional concern with state sovereignty to that of identity instead. The book includes case studies on: * ethnic violence between Serbs and Croats in the Krajina region of Croatia, August 1990 * ethnic violence between Hungarian and Romanians in the Transylvania region of Romania, March 1990.

Amplified by a volatile security environment, technology and globalization, terrorism and violent extremism have become a genuine threat on a global level, and the ability of terrorist groups to capitalize on local issues such as poverty and inequality have helped to fuel the process of radicalization and recruitment. The region of the Western Balkans is not immune to these trends, and the gender component has been recognized as an important aspect in efforts to counter and prevent such practices. This book presents edited contributions delivered at the NATO Advanced Training Course (ATC) “Gender Mainstreaming in Counter-terrorism Efforts in Western Balkans” held from 16 to 21 May 2021. The event was designed to explore gender perspectives in counter-terrorism efforts in the Western Balkans and in the wider security-sector, and to analyze drivers to radicalization through the lens of gender. This ATC brought together more than 50 military and civilian participants from 7 countries in the Western Balkans and south-eastern Europe and 35 expert lecturers. Topics include the legal and political framework of gender mainstreaming; the role of technology; the drivers, motivations and roles of women in radicalization and extremist groups; counter-terrorism and gender; gender-sensitive approaches to counter terrorism; gendered perspectives from the frontline; the prospects for women’s leadership roles in community-based approaches; and challenges to the implementation of UNSCR 1325 in the Western Balkans. Highlighting critical components and providing a unique insight which contributes to the academic debate on gender mainstreaming in P/CVE and CT efforts, the book will be of interest to all those involved in countering the spread of terrorism worldwide.

In the aftermath of four Yugoslav wars, ongoing efforts at reconstruction in South Eastern Europe have devoted relatively limited attention to dimensions of human security that enhance protections for the region's most vulnerable populations in their daily lives. It is in this context that South Eastern Europe, and especially the Western Balkan region, has emerged as a nexus point in human trafficking.Human Trafficking, Human Security, and the Balkans brings together leading scholars, NGO representatives, and government officials to analyze and offer solutions to this challenge. The contributors explore the economic dynamics of human trafficking in an era of globalization, which has greatly facilitated not only the flow of goods and services but also the trade in human beings. They also examine the effectiveness of international and transnational policies and practice, the impact of peacekeeping forces, and the emergence of national and regional action plans in the Western Balkans and, more broadly, in South Eastern Europe. Finally, they consider the nature and ramifications of the gap between human security rhetoric and institutional policy steps against human trafficking.

This book explores the stagnation of democracy in the Western Balkans over the last decade. The author maps regional features of rising authoritarianism that mirror larger global trends and, in doing so, outlines the core mechanisms of authoritarian rule in the Balkans, with a particular focus on Serbia, Montenegro and Macedonia. These mechanisms include the creation of constant crises, the use of external powers to balance outside influences, as well as state capture. The authoritarian patterns exist alongside formal democratic institutions, resulting in competitive authoritarian regimes that use social polarization to retain power. As the countries of the Western Balkans aspire, at least formally, to join the European Union, authoritarianism is often informal.
