In recent years there has been much debate surrounding the future of the welfare state in Europe, the complex factors influencing reform, and the extent to which responses to pressures on welfare could lead to irreversible systemic changes in social policy. By providing an in-depth analysis of social policy developments in Greece, this work furthers understanding of welfare reform trajectories in Europe. The authors thoroughly examine aspects of structural change, challenges and responses in major policy areas of employment, social security, family and gender, health and social care, and migration. Research issues central to the debate on 'recasting European welfare states', such as structural adjustments with regard to the production, organization and delivery of welfare, significant changes in the financial side of social protection, the role of political parties, the social partners and other major social actors in influencing (or resisting) policy reform, are at the forefront of the contributions to this volume. The scope and intensity of pressures on the Greek welfare state emanating from the supranational level and the challenges linked to European integration and economic and monetary union are also of crucial importance in the analyses undertaken.

With its deep economic crisis and dramatic political developments Greece has puzzled Europe and the world. What explains its long-standing problems and its incapacity to reform its economy? Using an analytic narrative and a comparative approach, the book studies the pattern of economic reforms in Greece between 1985 and 2015. It finds that clientelism - the allocation of selective benefits by political actors (patrons) to their supporters (clients) - created a strong policy bias that prevented the country from implementing deep-cutting reforms. The book shows that the clientelist system differs from the general image of interest-group politics and that the typical view of clientelism, as individual exchange between patrons and clients, has not fully captured the wide range and implications of this phenomenon. From this, the author develops a theory on clientelism and policy-making, addressing key questions on the politics of economic reform, government autonomy and party politics. The underlying assumption in this volume is that despite the diversity of welfare states bordering the Mediterranean Sea, some interesting commonalities are shared by these nations. Indeed, in his contribution to this volume Gal has described these nations as belonging to an extended family of welfare states that share some common characteristics and outcomes, one of which is the role of the family. By bringing together case analyses of the welfare states in the Mediterranean which focus on children, gender, and families, we maintain that it is possible to shed light on aspects of social policy that do not necessarily emerge in most discussions of these issues in the literature. The rationale inherent in a volume that focuses on a group of welfare states is of course embedded in the welfare regime typology notion that has dominated much of the comparative social policy literature over the last two decades. The publication of Esping Andersen’s seminal work, The Three Worlds of Welfare Capitalism in 1990 (and his related 1999 book), which distinguished between three welfare regimes, became a landmark for comparative work of social policies in various countries. Esping-Andersen regarded his typology as a useful tool for comparison between welfare states because it allowed “for greater analytical parsimony and help[s] us to see the forest rather than myriad trees” (1999, p. 73).

No two markets for voluntary health insurance (VHI) are identical. All differ in some way because they are heavily shaped by the nature and performance of publicly financed health systems and by the contexts in which they have evolved. This volume contains short structured profiles of markets for VHI in 34 countries in Europe. These are drawn from European Union member states plus Armenia Iceland Georgia Norway the Russian Federation Switzerland and Ukraine. The book is aimed at policy-makers and researchers interested in knowing more about how VHI works in practice in a wide range of contexts. Each profile written by one or more local experts identifies gaps in publicly-financed health coverage describes the role VHI plays outlines the way in which the market for VHI operates summarises public policy towards VHI including major developments over time and highlights national debates and challenges.
