This Guidebook is intended to support public transportation professionals in identifying and implementing appropriate technologies for their transit systems. It can be useful in the procurement of low-tech solutions, such as off-the-shelf computer software, as well as high-tech systems, such as automatic vehicle location systems. The intended audience for this Guidebook includes transit operators managing rural and small urban transit systems of varying size.

Public transit providers are adopting electronics and information-processing applications called ITS to help improve operations and service. ITS technologies can play an important role in facilitating multimodal choices in a rapidly changing transportation environment. This report describes: (1) the extent to which selected transit providers in large urbanized areas are using ITS, (2) the extent to which transit providers in small urban and rural areas are using ITS, (3) the benefits and challenges these transit providers experience in deploying ITS, and (4) the extent to which transit providers have utilized DOT resources to promote and support ITS. GAO reviewed DOT's ITS deployment data and ITS studies; interviewed DOT officials and public transit stakeholders; conducted three site visits, selected based on geographic dispersion and DOT recommendations; interviewed 31 transit providers serving large urbanized areas selected for geographic dispersion and use of multiple transit modes; and conducted a national survey of small urban and rural transit providers to obtain information on ITS technologies used.

Identifies and describes proven, cost-effective, "low-tech" solutions for rural transportation-related problems or needs. Through a process of research and interviews with local level transportation professionals throughout the U.S., examples of technology applications which have been locally developed to meet local problems were identified and documented. Includes descriptions of benefits of the technology, the expected implementation process, the potential issues associated with technology, and each technology's role in larger scale, fully integrated rural transportation systems. The research, presented in the form of a guidebook, provides a valuable resource to many people who may implement or adapt new concepts to improve public transportation in their community. Much of the information was derived from a careful review of innovative public transportation initiatives undertaken in rural and small urban communities throughout the United States. The guidebook is divided into two parts: Part I addresses the culture for change and innovation and Part II presents more than 40 initiatives and innovations implemented by an array of organizations, including public and nonprofit transit systems, regional planning agencies, state transit associations, and state departments of transportation.

Progress of coordination efforts in the Section 18 Formula Grant Program for Areas Other Than Urbanized Areas is assessed by analyses of 12 selected case studies consisting of 3 small urban and 9 rural area transit systems.
