All private drains which are laid under ground to connect with the public sewers shall be built and connected by some suitable person, who Shall have received a license from the mayor and aldermen as a layer of drains, and such drain layer shall be held responsible for such drains. He Shall construct such drains in all cases water tight, of imperishable materials, and upon secure foundations, as that they Shall not be liable to settle and crack.
