Understanding and responding to the epidemic of HIV in the Caribbean context requires a multidimensional approach. Drawing together and impressive array of academics, activist scholars, educations specialists and frontline service providers, Sexuality, Social Exclusion and Human Rights examines some of the key drivers of HIV and AIDS by exploring risk, vulnerability, power, culture, sexuality and gender. The primary challenge is first to recognise and come to grips with the circumstances in which HIV is transmitted in order to construct the policies and practices in response. Divided into four sections: Human Rights, Citizenship and Social Exclusion; Rethinking Communication; Reconceptualizing Sex; and Policy and Macro-Perspectives, the contributors to this volume raise controversial issues not formally discussed in the Caribbean context but which require confrontation to arrest the spread of HIV. This volume provides a unique perspective and analysis of the Caribbean response and how the inclusion of many different sectors in society and an interdisciplinary, rather than segregated multidisciplinary approach, can effectively address the spread of HIV and AIDS in the region.

In the last couple of years there has been a spurt of growing interest in and awareness about questions of social exclusion and inclusion. While the nature of exclusion in India has centered around the caste system, other disadvantaged groups such as tribal, women and poor have also suffered from similar disabilities. Their politics of exclusion and inclusion, censure and celebration show that they wish to be a part of the so-called mainstream academic discourse yet cannot be. The objective of this book is to discuss about social exclusion arising out of institutions of caste and gender and the inclusive policies designed for them. This book makes a comprehensive analysis on the thematic issues identified for this seminar within the frame work of human rights education. Sexuality, Human Rights, and Public Policy explores the intersection of public policy, human rights, and sexuality as they relate to inclusion and exclusion across diverse cultural settings. It examines how knowledge is formed and experienced at the intersections of culture, sexuality, race, and other axes of identity. This volume engages an array of questions including how public policy shapes the conceptualization of sexuality and rights and by extension the phenomena of inclusion and exclusion in contemporary society across the world. By evaluating how public discourse is employed to re-inscribe differences of gender, sexuality, and rights of citizens, this book provides a comparative analysis of how these processes and dynamics resemble each other or differ cross-culturally. This book demonstrates that in the realm of sexualities, approached from the ideal of human rights as a predominantly Western notion is increasingly challenged by diverse views and new interpretations of human rights in non-Western societies such as Africa and the Middle East.

Despite legal and social advances in the past two decades, sexual and gender minorities continue to face widespread discrimination and violence in many countries. This discrimination and violence lead to exclusion, which adversely impacts their lives, as well as the communities and economies in which they live. A major barrier to addressing this stigma and sexual orientation and gender identity(SOGI)-based exclusion is the lack of SOGI-specific data. Robust, quantitative data on di‚fferential development experiences and outcomes of sexual and gender minorities--especially those in developing countries--is extremely thin. This paucity of data jeopardizes the achievement of the Sustainable Development Goals and countries' commitment to the principle of 'leaving no one behind' in the eff‚ort to end poverty and inequality. 'Equality of Opportunity for Sexual and Gender Minorities' assesses the unique challenges that sexual and gender minorities face in six important areas: (i) Criminalization and SOGI (ii) Access to education (iii) Access to the labor market (iv) Access to public services and social protection (v) Civil and political inclusion (vi) Protection from hate crimes. This report cov‚ers numerous policy recommendations to prevent and eliminate discriminatory practices in all of the areas covered. It also seeks to inflŽuence legislative changes and support research on institutions and regulations that can ultimately lead to poverty reduction and shared prosperity. At the same time, it acknowledges that the mere existence of inclusive laws and regulations does not ensure that sexual and gender minorities are free from discrimination--the enforcement of those laws is crucial. This publication, the first in a series of studies, will be expanded from the 16 countries included here to a wider set of countries for more in-depth quantitative analysis and to identify possible correlations with socioeconomic outcomes. It will seek to deepen knowledge, facilitate peer learning of good practices, and encourage reforms to increase the inclusion of sexual and gender minorities.

Both research and consultations over the last decades have identified sexuality-related communication as an issue that requires urgent attention. While clients would like their health-care providers to discuss sexual health concerns, health workers lack the necessary training and knowledge to feel comfortable addressing such issues. This guideline provides health policy-makers and decision-makers in health professional training institutions with advice on the rationale for health-care providers' use of counselling skills to address sexual health concerns in a primary health care setting.

Sexuality, Human Rights, and Public Policy engages with public policy and its intersection with contemporary discourse on sexuality and rights, and by extension the inclusion or exclusion of groups of individuals in mainstream sociocultural groups in societies.

This open access book provides a comprehensive overview of the health inequities and human rights issues faced by sex workers globally across diverse contexts, and outlines evidence-based strategies and best practices. Sex workers face severe health and social inequities, largely as the result of structural factors including punitive and criminalized legal environments, stigma, and social and economic exclusion and marginalization. Although previous work has largely emphasized an elevated burden and gaps in HIV and sexually transmitted infection (STI) services in sex work, less attention has been paid to the broader health and human rights concerns faced by sex workers. This contributed volume addresses this gap. This book inductively develops a new typology that identifies and evaluates three principal strategies that have been, and are being, used to extend international human rights protections to new categories of vulnerable populations. The book explicates the evolution and ongoing utility of the three strategies: categorical enlargement, conceptual expansion, and group-conscious universal application. The strategies are elucidated by case studies of nine distinct vulnerable populations: national minorities; those oppressed on the basis of caste; people with albinism; cross-cultural migrants; members of the African diaspora; Roma/Gypsies; persons affected by leprosy; older individuals; and lesbian, gay, bisexual, and transgender (LGBT) people. The book concludes by considering the utility of the three strategies for emerging vulnerable populations. It encourages discourse about the protection of vulnerable populations to move beyond a stale fixation on the texts of treaties and towards a more proactive normative framework that prioritizes the lived experiences of human beings.
