Since the September 11 attacks, America is safer, but we are not yet safe. We have done much to degrade al-Qaida and its affiliates and to undercut the perceived legitimacy of terrorism. Our Muslim partners are speaking out against those who seek to use their religion to justify violence and a totalitarian vision of the world. We have significantly expanded our counter terrorism coalition, transforming old adversaries into new and vital partners in the War on Terror. We have liberated more than 50 million Afghans and Iraqis from despotism, terrorism, and oppression, permitting the first free elections in recorded history for either nation. In addition, we have transformed our governmental institutions and framework to wage a generational struggle. There will continue to be challenges ahead, but along with our partners, we will attack terrorism and its ideology, and bring hope and freedom to the people of the world. This is how we will win the War on Terror.

The Transport. Security Admin¿s. (TSA) mission is to protect the nation¿s transport. network. Since its inception in 2001, TSA has developed and implemented a variety of programs and procedures to secure commercial aviation and surface modes of transport. Other DHS components, fed. agencies, state and local governments, and the private sector also play a role in transport. security. Previous reports have examined: (1) the progress TSA and other DHS components have made in securing the nation¿s aviation and surface transport. systems, and the challenges that remain; and (2) crosscutting issues that have impeded TSA¿s efforts in strengthening security. This testimony concerns the security of the nation¿s aviation and surface transport. systems.

This report describes many ways in which science and engineering can contribute to making the nation safer against the threat of catastrophic terrorism. The report identifies key actions that can be undertaken now, based on knowledge and technologies in hand, and, equally important, describes key opportunities for reducing current and future risks through longer-term research and development activities.
