This book examines secessionist terrorism in a comparative context across Europe and Eurasia. The volume seeks to uncover comparative linkages between terrorism and secessionism; specifically examining terrorist organizations that also have a political goal of independence. It examines a wide range of case studies, including the IRA in Northern Ireland, ETA in the Basque Country, FLNC in Corsica and ARD in Brittany, KLA in Kosovo, PKK and TAK in Turkish Kurdistan, and IK in Chechnya. In doing so, the book shows the linkages in terrorist tactics and demands, as well as when and how ceasefires come into place. Ultimately, none of the terrorist organizations studied here has obtained their maximalist goal of gaining independence, but each has caused significant bloodshed, and has contributed to the debate on the future of governance in Europe and Eurasia. The major strength of this format is to glean wider lessons on ethno-nationalism, as well as the causes and outcomes of terrorist actions. Each case study also updates the literature on the individual cases to provide the most recent account of events in these countries. How can we understand the strategic interaction between secessionist movements and sovereign states? A casual review of the many secessionist struggles around the world, both violent and peaceful, shows a variety of types. Some, like Catalonia, are pursuing their ends using combinations of electoral capture and civil demonstrations, just as the Spanish government is working to delegitimize these efforts and defeat them in the polls. Regions like Nagorno Karabakh (Artsakh) lack the same institutional connectivity with the larger state of Azerbaijan and are relegated to a de facto (but unrecognized) status where defense, deterrence, and diplomacy are critical. For its part, Azerbaijan invokes its territorial integrity and attempts to deny all forms of recognition to the breakaway region. Other regions from West Papua to Tibet are faced with the hard choice between civil resistance and the use of violence, and their states are keen to suppress their efforts and hide them from the world. What features are common across all of these examples, and how do they differ? This volume synthesizes a number of theories and theoretical approaches that purport to explain the strategies of secession and counter-secession. This is an important topic. Apart from the many legal and cartographical issues that attend secessionist activity, the potential for conflict is a very real concern. Estimates put the share of civil wars driven by secessionism at about 50%. Firstly, and according to Barbara Walter, secessionism is the chief source of violence in the world today. Secondly, secessionism is destabilizing because, at the least, it presents a direct challenge to existing political systems. Yet surprisingly, the strategic interaction between states and secessionists is an area in which we have incomplete understanding.

How do some national-secessionist campaigns get on the global agenda whereas others do not? Which projects for new nation-states, Philip Roeder asks, give rise to mayhem in the politics of existing states? National secession has been explained by reference to identities, grievances, greed, and opportunities. With the strategic constraints most national-secession campaigns face, the author argues, the essential element is the campaign's ability to coordinate expectations within a population on a common goal—so that independence looks like the only viable option. Roeder shows how in most well-known national-secession campaigns, this strategy of programmatic coordination has led breakaway leaders to assume the critical task of propagating an authentic and realistic nation-state project. Such campaigns are most likely to draw attention in the capitals of the great powers that control admission to the international community, to bring the campaigns' disputes with their central governments to deadlock, and to engage in protracted, intense struggles to convince the international community that independence is the only viable option. In National Secession, Roeder focuses on the goals of national-secession campaigns as a key determinant of strategy, operational objectives, and tactics. He shifts the focus in the study of secessionist civil wars from tactics (such as violence) to the larger substantive disputes within which these tactics are chosen, and he analyzes the consequences of programmatic coordination for getting on the global agenda. All of which, he argues, can give rise to intractable disputes and violent conflicts.

The book provides a detailed historically-based analysis of the origin, evolution and potential resolution of the civil conflict in Sri Lanka over the struggle to establish a separate state in its Northern and Eastern provinces. This conflict between the Sri Lankan government and the secessionist LTTE (Liberation Tigers of Tamil Eelam) is one of the world’s most intractable contemporary armed struggles. The internationally banned LTTE is considered the prototype of modern terrorism. It is known to have introduced suicide bombing to the world, and recently became the first terrorist organization ever to acquire an air force. The ‘iron law of ethnicity’ – the assumption that cultural difference inevitably leads to conflict – has been reinforced by the 9/11 attacks and conflicts like the one in Sri Lanka. However, the connections among ethnic difference, conflict, and terrorism are not automatic. This book broadens the discourse on the separatist conflict in Sri Lanka by moving beyond the familiar bipolar Sinhala versus Tamil ethnic antagonism to show how the form and content of ethnicity are shaped by historical social forces. It develops a multipolar analysis which takes into account diverse ethnic groups, intra-ethnic, social class, caste and other variables at the local, regional and international levels. Overall, this book presents a conceptual framework useful for comparative global conflict analysis and resolution, shedding light on a host of complex issues such as terrorism, civil society, diasporas, international intervention and secessionism.

This study surveys the evidence for organized, violent separatist resistance to Chinese rule in Xinjiang, a region three times the size of France located in the northwestern corner of the PRC. Since several major violent events in the 1990s, concern has risen over the possibility that a violent separatist or terrorist movement may be emerging among the Turkic Muslim population of this region. Stories in the international media have sounded this warning steadily if sporadically over the past decade, and in the aftermath of the September 11 terrorist attacks on the United States, the PRC government has publicly linked groups comprised of Uyghurs from Xinjiang to al Qaeda and other international terrorist organizations. The United States and the United Nations have agreed to some extent with China?s assessment and designated one of the groups on China?s terrorist list, ETIM, as an international terrorist organization.After summarizing the 250-year history of various kinds of resistance in Xinjiang, this study catalogs major violent incidents since the 1990s in Xinjiang and in the Central Asian republics. It then discusses the Uyghur groups and individuals listed as separatists or terrorists. On the basis of a critical analysis of international press reports and PRC government materials, the study concludes that while ethnic tensions in Xinjiang are indeed serious, the sense of imminent crisis commonly conveyed by these reports is exaggerated. In particular, the study notes that the frequency and severity of violence have in fact declined since the late 1990s, perhaps due to Chinese efforts at interdiction.This is the sixth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.
