In 1949, the newly-independent Indonesia inherited a health system that was devastated by three-and-a-half years of Japanese occupation and four years of revolutionary struggle against the Dutch. Additionally, the country had to cope with the resurgence of epidemic and endemic diseases. The Ministry of Health had initiated a number of symbolic public health initiatives – both during the Indonesian Revolution (1945 to 1949) and the early 1950s – resulting in a noticeable decline of mortality. These initiatives fuelled the newly-independent nation’s confidence because they demonstrated to the international community that Indonesia was capable of standing on its own feet. Unfortunately, by the mid-1950s, Indonesia’s public health program faltered due to a constellation of factors attributed to the political tensions between Java and the Outer Islands, administrative problems, corruption, and rampant inflation. The optimism that characterised the early years of independence gave way to despair. The Soekarno era could, therefore, be interpreted as the era of bold plans but unfulfilled aspirations in Indonesian public health. Based on extensive archival research and a close reading of Indonesian primary sources, this book provides a nuanced account of the inner tensions in Indonesian public health during the twentieth century – between a narrow biomedical approach that emphasised disease eradication, and a holistic approach that linked public health to practical concerns of nation-building.

On 28 April 2021, the Indonesian government, under President Joko Widodo, dissolved the Ministry of Research, Technology, and Higher Education (Kemenristek-Dikti). Since then, the management of higher education has been taken over by the Ministry of Education and Culture, while research and innovation are now the responsibility of the National Research and Innovation Agency (Badan Riset dan Inovasi Nasional, or BRIN). Based on Presidential Regulation (Perpres) Nos. 33 and 78 of 2021, various research institutes, such as LIPI, BATAN, LAPAN, and BPPT, and research agencies in some ministries have been or will be merged into BRIN, making it a “super-government agency” with an “overarching” role. With an Rp26 trillion budget allocated by the government for research per year and with a large number of researchers, BRIN is expected to boost national research and innovation and help the country catch up with countries such as Singapore and South Korea. BRIN, however, faces some serious challenges. It is not related to budget, infrastructure, or human resources, but to the research ecosystem and research culture of Indonesia. Technocratism, which has been restricting research in the country, will be its first challenge. Politicization of research institutions as indicated by the involvement of political parties in research supervision is another issue. Achieving an environment that makes good and healthy research possible built around an effective system of funding, academic rewards, and a vibrant academic community will be the third challenge. If BRIN manages to overcome these challenges sufficiently, it will be in a good position to enhance the capacity and competence of Indonesian researchers as the foundation for an advanced Indonesia by 2045.

The challenges consist of creating jobs for and the skills in a youthful and increasingly better educated workforce, and raising the productivity of less-educated workers to meet the demands of the digital age. Since the collapse of Soeharto’s New Order regime in May 1998, Indonesia’s national, provincial, and district governments have engaged in an intense struggle over how authority and the power embedded in it, should be shared. How this ongoing struggle over authority in the forestry sector will ultimately play out is of considerable significance due to the important role that Indonesia’s forests play in supporting rural livelihoods, generating economic revenues, and providing environmental services. This book examines the process of forestry sector decentralization that has occurred in post-Soeharto Indonesia, and assesses the implications of more recent efforts by the national government to recentralize administrative authority over forest resources. It aims to describe the dynamics of decentralization in the forestry sector, to document major changes that occurred as district governments assumed a greater role in administering forest resources, and to assess what the ongoing struggle among Indonesia’s national, provincial, and district governments is likely to mean for forest sustainability, economic development at multiple levels, and rural livelihoods. Drawing from primary research conducted by numerous scientists both at CIFOR and its many Indonesian and international partner institutions since 2000, this book sketches the sectoral context for current governmental reforms by tracing forestry development and the changing structure of forest administration from Indonesia’s independence in 1945 to the fall of Soeharto’s New Order regime in 1998. The authors further examine the origins and scope of Indonesia’s decentralization laws in order to describe the legal-regulatory framework within which decentralization has been implemented both at the macro-level and specifically within the forestry sector. This book also analyses the decentralization of Indonesia’s fiscal system and describes the effects of the country’s new fiscal balancing arrangements on revenue flows from the forestry sector, and describes the dynamics of district-level timber regimes following the adoption of Indonesia’s decentralization laws. Finally, this book also examines the real and anticipated effects of decentralization on land tenure and livelihood security for communities living in and around forested areas, and summarizes major findings and options for possible interventions to strengthen the forestry reform efforts currently underway in Indonesia.

Using a historical sociology approach, this book illustrates the formation of the technological state in Indonesia during the New Order period (1966-1998). It explores the nexus between power, high technology, development, and authoritarianism situated in the Southeast Asian context. The book discusses how the New Order regime shifted from the developmental state to the technological state, which was characterized by desire for technological supremacy. The process resulted in the establishment of a host of technological institutions and the undertaking of large-scale high-tech programs. Shedding light on the political dimension of socio-technological transformation, this book looks at the relationship between authoritarian politics and high technology development, and examines how effectively technology serves to sustain legitimacy of an authoritarian power. It explores into multiple features of the Indonesian technological state, covering the ideology of development, the politics of technocracy, the institutional structure, and the material and symbolic embodiments of high technology, and goes on to discuss the impact of globalization on the technological state. The book is an important contribution to studies on Southeast Asian Politics, Development, and Science, Technology, and Society (STS).
