Cities are key to reducing poverty and promoting shared prosperity in Papua New Guinea (PNG). Cities generally are sites for cultivating and fostering the accumulation of multiple forms of capital. In urban areas, these different kinds of capital can bring economic, social, and political benefits to national development. Nurturing all of these forms of capital and turning them into development outcomes require security and regulation. The social and economic regulation of informal urban settlements in PNG needs to be expressed territorially and spatially in residential neighborhoods, public spaces and amenities, and transport nodes and routes. Regulatory failure, on the other hand, can lead to communal disputes and escalating violence at all levels that pervert and destroy capital and threaten national stability. This report will describe, the chief institutions of local regulation that have taken distinctive forms: local committees and flexibly institutionalized leadership roles, all enacted through mediation and the spatial regulation of settlements and markets. This report focuses on the everyday institutional arrangements that regulate the safety and security of PNG's urban settlements in relation to people and places where the reach of formal authorities is limited, dysfunctional, and or lacks legitimacy.

This book constitutes the refereed proceedings of the 10th International Symposium on Stabilization, Safety, and Security of Distributed Systems, SSS 2008, held in Detroit, MI, USA, in November 2008. The 17 revised full papers presented together with the abstracts of 3 invited lectures were carefully reviewed and selected from 43 submissions. This book provides insight into domino effects in industrial chemical sites and process industries. It is about the integration of safety and security resources to prevent and mitigate domino effects in the process industries. It explains how chemical industrial areas, comprised of various hazardous installations, are susceptible to a chain of undesired events, or domino effects, triggered by accidental events or intentional attacks and then presents solutions to prevent them. Firstly, the book provides a dynamic graph approach to model the domino effects induced by accidental fire or intentional fire, considering the spatial-temporal evolution of fires. Then, a dynamic risk assessment method based on a discrete dynamic event tree is proposed to assess the likelihood of VCEs and the vulnerability of installations, addressing the time dependencies in vapor cloud dispersion and the uncertainty of delayed ignitions. A dynamic methodology based on dynamic graphs and Monte Carlo is provided to assess the vulnerability of individuals and installations exposed to multi-hazards, such as fire, explosion and toxic release during escalation events. Based on these domino effect models, an economic approach is developed to integrate safe and security resources, obtaining the most cost–benefit protection strategy for preventing domino effects. Finally, a resilience-based approach is provided to find out the most cost-resilient way to protect chemical industrial areas, addressing possible domino effects. This integrated approach will be of interest to researchers, industrial engineers, chemical engineers and safety managers and will help professionals to new solutions in the area of safety and security.

Imagine you work in a power plant that uses a half dozen massive, 5-story-tall steam boilers. If a cyber attack makes a boiler over-pressurize and explode, the event will most likely kill you and everyone else nearby. Which mitigation for that risk would you prefer? A mechanical over-pressure valve on each boiler where, if the pressure in the boiler gets too high, then the steam forces the valve open, the steam escapes, and the pressure is released? Or a longer password on the computer controlling the boilers? Addressing cyber risks to physical operations takes more than cybersecurity. The engineering profession has managed physical risks and threats to safety and public safety for over a century. Process, automation and network engineering are powerful tools to address OT cyber risks - tools that simply do not exist in the IT domain. This text explores these tools, explores risk and looks at what "due care" means in today's changing cyber threat landscape. Indonesia is the world's largest archipelagic state, with more than 18,000 islands and over 7.9 million square kilometres of sea. The marine frontier presents the nation with both economic opportunities and political and strategic challenges. Indonesia has been affected more than most countries in the world by a slow revolution in the management of its waters. Whereas Indonesia's seas were once conceived administratively as little more than the empty space between islands, successive governments have become aware that this view is outmoded. The effective transfer to the seas of regulatory regimes that took shape on land, such as territoriality, has been an enduring challenge to Indonesian governments. This book addresses issues related to maritime boundaries and security, marine safety, inter-island shipping, the development of the archipelagic concept in international law, marine conservation, illegal fishing, and the place of the sea in national and regional identity.

In this book, the authors explore the controversial Iranian nuclear programme through the conceptual lens of nuclear hedging. In 2002, revelations regarding undeclared nuclear facilities thrust Iran’s nuclear activities under the spotlight and prompted concerns that Tehran was pursuing nuclear weapons. Iran has always denied nuclear weapons aspirations, yet it cannot be disputed that the Islamic Republic has gone well beyond what is required for a civil nuclear programme based on energy production and scientific research. What, then, is the nature and significance of Iran's nuclear behaviour? Does it form part of a coherent strategy? What can Iran's actions in the nuclear field tell us about Tehran's intentions? And what does the Iranian case teach us about proliferation behaviour more generally? This book addresses these questions by exploring the nature of nuclear hedging and how this approach might be identified, before applying this logic to the Iranian case. It provides fresh insights into the inherently opaque area of nuclear proliferation and a more nuanced interpretation of the Iranian nuclear challenge.
