Migration is a development challenge. About 184 million people--2.3 percent of the world's population--live outside of their country of nationality. Almost half of them are in low- and middle-income countries. But what lies ahead? As the world struggles to cope with global economic imbalances, diverging demographic trends, and climate change, migration will become a necessity in the decades to come for countries at all levels of income. If managed well, migration can be a force for prosperity and can help achieve the United Nations' Sustainable Development Goals. 'World Development Report 2023' proposes an innovative approach to maximize the development impacts of cross-border movements on both destination and origin countries and on migrants and refugees themselves. The framework it offers, drawn from labor economics and international law, rests on a 'Match and Motive Matrix' that focuses on two factors: how closely migrants' skills and attributes match the needs of destination countries and what motives underlie their movements. This approach enables policy makers to distinguish between different types of movements and to design migration policies for each. International cooperation will be critical to the effective management of migration.

Migration for work is an important livelihood option for many households in Tajikistan due to limited job opportunities. Remittances from migrant workers significantly supplement the country’s foreign currency reserves, but the economic crisis and worldwide shutdown induced by the coronavirus disease (COVID-19) have caused international migration flows to fall, and remittances are projected to decline significantly. This publication reviews the state of international migration out of Tajikistan and identifies the impact of COVID-19 on the movement of people and migrant workers, in particular. It also reviews international best practices and proposes appropriate predeparture programs, post-return services for Tajik migrants, and ways to address migrate worker issues related to the pandemic.

The Kyrgyz Republic has overcome some complex challenges to now have one of the most open economies in Central Asia. The country has improved its per capita income and living standards and is on the threshold of becoming a lower-middle-income economy. Looking ahead, the main challenge for the Kyrgyz Republic is to build on these successes to stimulate stronger, more broad-based economic growth. This book identifies the economic and governance reforms needed within key sectors to drive this growth. It provides policy suggestions to enhance the country’s trade, agriculture, tourism, finance, information and communications technology, energy, transport and logistics, and human capital.

This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Systemic change from a planned economy to a market society requires not only an implementation of market institutions, but also the actions of people according to the new conditions in everyday life. How Immigrants Contribute to Developing Countries' Economies is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The report covers the ten project partner countries.

The Kyrgyz Republic is facing significant policy challenges stemming from multiple shocks: the anticipated spillovers from the projected contraction in Russia; the global slowdown; global financial tightening; and still-high food and energy prices. Strong output growth in 2022 was a positive surprise, but elevated inflation remains persistent, the current account and fiscal deficits have widened, international reserves have declined, and poverty has increased. In view of heightened uncertainty, policy buffers that were eroded in addressing the pandemic need to be rebuilt.
