Synopsis Routledge Handbook of Primary Elections by : Robert G. Boatright

Primary elections have been used for the past century for most U.S. elective offices and their popularity is growing in other nations as well. In some circumstances, primaries ensure that citizens have a say in elections and test the skills of candidates before they get to the general election. Yet primaries are often criticized for increasing the cost of elections, for producing ideologically extreme candidates, and for denying voters the opportunity to choose candidates whose appeal transcends partisanship. Few such arguments have, however, been rigorously tested. This innovative Handbook evaluates many of the claims, positive and negative, that have been made about primaries. It is organized into six sections, covering the origins of primary elections; primary voters; US presidential primaries; US subpresidential primaries; primaries in other parts of the world; and reform proposals. The Routledge Handbook of Primary Elections is an important research tool for scholars, a resource guide for students, and a source of ideas for those who seek to modify the electoral process.

Synopsis Routledge Handbook of Election Law by : David Schultz

Governments need rules, institutions, and processes to translate the will of the people into functioning democracies. Election laws are the rules that make that happen. Yet across the world various countries have crafted different rules regarding how elections are conducted, who gets to vote, who is allowed to run for office, what role political parties have, and what place money has in the financing of campaigns and candidates. The Routledge Handbook of Election Law is the first major cross-national comparative reference book surveying the electoral practices and law of the major and emerging democracies across the world. It brings together the leading international scholars on election law and democracy, examining specific issues, topics, or the regions of the world when it comes to rules, institutions, and processes regarding how they run their elections. The result is a rich volume of research furthering the legal and political science knowledge about democracies and the challenges they face. Scholars interested in election law and democracy, as well as election officials, will find the Routledge Handbook of Election Law an essential reference book.

Synopsis The Routledge Handbook of Elections, Voting Behavior and Public Opinion by : Justin Fisher

The study of elections, voting behavior and public opinion are arguably among the most prominent and intensively researched sub-fields within Political Science. It is an evolving sub-field, both in terms of theoretical focus and in particular, technical developments and has made a considerable impact on popular understanding of the core components of liberal democracies in terms of electoral systems and outcomes, changes in public opinion and the aggregation of interests. This handbook details the key developments and state of the art research across elections, voting behavior and the public opinion by providing both an advanced overview of each core area and engaging in debate about the relative merits of differing approaches in a comprehensive and accessible way. Bringing geographical scope and depth, with comparative chapters that draw on material from across the globe, it will be a key reference point both for advanced level students and researchers developing knowledge and producing new material in these sub-fields and beyond. The Routledge Handbook of Elections, Voting Behavior and Public Opinion is an authoritative and key reference text for students, academics and researchers engaged in the study of electoral research, public opinion and voting behavior.

Synopsis Congressional Primary Elections by : Robert G. Boatright

Congressional primaries are increasingly being blamed for polarization and gridlock in Congress. Most American states adopted congressional primaries during the first decades of the 20th century as a means of breaking the hold of political "bosses" on the nomination of candidates. Yet now, many contend that primaries have become a means by which the most dedicated party activists choose candidates unrepresentative of the electorate, and so general election voters are forced to choose between two ideologically extreme candidates. Consequently, there have been recent instances in both parties where nominees were chosen who were clearly not preferred by party leaders, and who arguably lost elections that their parties should have won. This book is the first to focus solely upon congressional primary elections, and to do so for a student readership. Boatright organizes his text around the contention that there are important differences between types of primaries, and these differences prevent us from making blanket statements about primary competition. He focuses on explanations of two sources of difference: differences in electoral structure and differences brought about by the presence or absence of an incumbent seeking reelection. The first three chapters introduce these differences, explore how they came to exist, and outline some of the strategic considerations for candidates, parties, interest groups, and voters in primary elections. The subsequent four chapters explore different types of primary elections, and the final chapter evaluates actual and proposed primary reforms. Congressional Primary Elections is the first book to provide a history and analysis of congressional primary elections and will serve as a crucial part of courses on political parties and campaigns and elections. The book gives students the tools for understanding arguments for and against the reform of primary elections and for understanding the differences between types of primaries.

Synopsis Primary Elections in the United States by : Shigeo Hirano

The direct primary stands as one of the most significant and distinctive political reforms of the Progressive era in American history. In this book, the authors provide the most comprehensive treatment available on the topic and utilize new data on election outcomes, candidate backgrounds, incumbent performance and behavior, newspaper endorsements, and voters' preferences. They begin by studying whether primary elections have achieved the goals set by progressive reformers when they were first introduced over a century ago. They then evaluate the key roles these elections have played in the US electoral systems, such as injecting electoral competition into the regions that are dominated by one of the two major parties, helping select relatively qualified candidates for office, and, in some cases, holding incumbents accountable for their performance. They conclude with studying the degree to which primaries are responsible for the current, highly polarized environment. Anyone interested in US primary elections, US political history, or electoral institutions more generally should read this book.

Synopsis Primary Elections by : C. Edward Merriam

Excerpt from Primary Elections: A Study of the History and Tendencies, of Primary Election Legislation The Fathers of the Republic grappled with the problem of establishing a form of government in which the holders of political power should be responsible to the political people, rather than to a king; and in this their labors were crowned with success. In the course of a few generations, how ever, the political party, unforeseen by the Fathers, grew up and, although an extra-legal body, over shadowed the regularly constituted agencies of government. One of the great problems of the last generation and of our own day is the establishment of a form of party government in which the holders of party power shall be responsible to the voters of the party, rather than to an autocrat or an oligarchy. To secure amenability of party authorities to the party will to establish a constitutional and demo cratic government within the party - this is a task at which the American people now labor. There is no more important chapter in the history of democracy than that which deals with the progress and the prospects of this great movement. The New York law is the best representative of the legally regulated convention system. The Illinois law is a fair type of the legally protected direct primary system. The Florida law typifies the southern acts, which generally rest largely in the discretion of the party managers. The Wyoming law shows the old type of a rudimentary and wholly incomplete regulation of the primary process. The extract from the Iowa law authorizing the commission system of government shows the sections essential to an explanation of the non-partisan primary. The chapter of the Wisconsin law, here reprinted, shows the combination of the system of nomination by petition only with the optional non-partisan primary.
