The FDA¿s increased attention to food imports from China is an indicator of safety concerns as imported food becomes more common in the U.S. Addressing safety risks associated with these imports is difficult because of the vast array of products from China, China¿s weak enforcement of food safety standards, its heavy use of ag. chem., and environ. pollution. FDA refusals of food shipments from China suggest recurring problems with ¿filth,¿ unsafe additives, labeling, and vet. drug residues in fish and shellfish. Chinese authorities try to control food export safety by certifying exporters and the farms that supply them. However, monitoring such a wide range of products for the different hazards is a difficult challenge for Chinese and U.S. officials. Ill.

The triple disaster that struck Japan in March 2011 forced people living there to confront new risks in their lives. Despite the Japanese government’s reassurance that radiation exposure would be small and unlikely to affect the health of the general population, many questioned the government’s commitment to protecting their health. The disaster prompted them to become vigilant about limiting their risk exposure, and food emerged as a key area where citizens could determine their own levels of acceptable risk. Food Safety after Fukushima examines the process by which notions about what is safe to eat were formulated after the nuclear meltdown. Its central argument is that as citizens informed themselves about potential risks, they also became savvier in their assessment of the government’s handling of the crisis. The author terms this “Scientific Citizenship,” and he shows that the acquisition of scientific knowledge on the part of citizens resulted in a transformed relationship between individuals and the state. Groups of citizens turned to existing and newly formed organizations where food was sourced from areas far away from the nuclear accident or screened to stricter standards than those required by the state. These organizations enabled citizens to exchange information about the disaster, meet food producers, and work to establish networks of trust where food they considered safe could circulate. Based on extensive fieldwork and interviews with citizens groups, mothers’ associations, farmers, government officials, and retailers, Food Safety after Fukushima reflects on how social relations were affected by the accident. The author vividly depicts an environment where trust between food producers and consumers had been shaken, where people felt uneasy about their food choices and the consequences they might have for their children, and where farmers were forced to deal with the consequences of pollution that was not of their making. Most poignantly, the book conveys the heavy burden now attached to the name “Fukushima” in the popular imagination and explores efforts to resurrect it.

The prediction of China's rise is the subject of this book. The main ideas of this book are derived from Kanshokufuji, a new concept proposed by the chief editor of Prof. Nanseki, pertaining to a sound food system in a sound agro-environment. It implies that food supply and demand are non-separable in terms of location due to the importance of retaining the suitable condition of the environment and biodiversity in the region. This concept is necessary and useful for coping with environmental issues and related food safety issues. From this view point, several integrated surveys in both rural and urban areas of China were conducted by the food risk research group at the Research Institute for East Asia Environments (RIEAE), Kyushu University to reveal the current status of the environment, food, and agriculture in this country. The results of the surveys are introduced in this book, along with implications and recommendations. Japan’s unusual position in the realm of international politics encapsulates a three-fold juxtaposition: both in and out of Asia, both occupied by and a close ally of the United States, and both a key trade partner and a strategic rival of China. Whilst international relations theory offers a number of ways to analyse these relations, this book instead utilizes the concept of risk to provide an innovative perspective on Japan’s relations with China, North Korea and the US. The book elucidates how risk, potential harm and harm are faced disproportionately by certain groups in society. This is demonstrated by providing an empirically rich analysis of the domestic implications of security relations with China, North Korea and the United States through the presence of US troops in Okinawa. Beginning with a theoretical discussion of risk, it goes on to demonstrate how the concept of risk adds value to the study of international relations in three senses. First, the concept helps to break down the boundaries between the international and domestic. Second, the focus on risk and the everyday directs us to ask basic questions about the costs and benefits of a security policy meant to secure the national population. Third, what implications do these two points have for governance? The question is one of governance as Japan’s externally oriented security policy produces domestic insecurity shared disproportionately, not equally, as this volume makes clear.
