New Space technologies, Earth observation and satellite navigation in particular, have proven to be invaluable drivers of sustainable development, thus contributing to the protection of several human rights (the “Good”). At the same time, however, New Space technologies raise concerns for the right to privacy (the “Bad”), and face a number of challenges posed by hostile cyber operations (the “Ugly”). Dr. Arianna Vettorel analyzes the relevant international, European and domestic legal frameworks and highlights the need for several innovative approaches and reforms, in a transnational and bottom-up perspective, in order to maximize the Good, and minimize the Bad and the Ugly, of New Space technologies.

The result of a workshop bringing together an international advisory board of experts in science, satellite technologies, industry innovations, and public policy, this book addresses the current and future roles of satellite Earth observations in solving large-scale environmental problems. The book showcases the results of engaging distinct communities to enhance our ability to identify emerging problems and to administer international regimes created to solve them. It also reviews the work of the Policy and Earth Observation Innovation Cycle (PEOIC) project, an effort aimed at assessing the impact of satellite observations on environmental policy and to propose a mission going forward that would launch an "innovation cycle". The achievements of such a mission would feed back to innovations in next-generation observation technology, thus contributing to global policy demand for policy-relevant information. The Changing Arctic and the European Union provides a balanced and up-to-date overview of the multidimensional change taking place in the Arctic regions. Against this background, the role of the European Union regarding Arctic developments is considered, including the ongoing process of formulating an umbrella EU Arctic policy. In particular, the themes of climate change, maritime transport, fisheries, offshore oil and gas extraction, mining, land use and sociocultural change are discussed. The book comprises primarily an updated and expanded version of the report Strategic Assessment of Development of the Arctic: An assessment conducted for the European Union, produced for the European Commission. The report was to a great extent based on the interaction with Arctic stakeholders.

The legal regime of outer space, as enshrined in the Declaration of Legal Principles Governing the Activities of States in the Exploration and Use of Outer Space (General Assembly Resolution 1962 (XVIII), adopted in 1963, and in the 1967 Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies, while prohibiting the appropriation of space by any means, envisages exploration for the bene?t and in the interest of all countries on a basis of equality and in accordance with international law. Freedom of scienti?c investigation is also contemplated. Elaborating on these instruments, the Assembly in 1996 adopted the Declaration on International Cooperation in the Exploration and Use of Outer Space (RES 51/122), in which it called for heightened international co-operation, with part- ular attention to be given to the bene?t for and the interests of developing countries and countries with nascent space programmes. Thus, it is self-evident that the outer space regime, including the 1972 Liability Convention, envisages the conduct of national activities “for the bene?t and in the interests of all countries, irrespective of their degree of economic or scienti?c dev- opment”. In this regard, Article 6 of the 1967 Treaty not only provides for national activities in outer space, but for international responsibility whether such activities are carried out by governmental agencies or non-governmental entities, and aims at ensuring that national activities are conducted in conformity with the Treaty.

Global change involves complex and far-reaching variations in the Earth’s systems, and satellite observations have been widely used in global change studies. Over the past five decades, Earth observation has developed into a comprehensive system that can conduct dynamic monitoring of the land, the oceans and the atmosphere at the local, regional and even global scale. At the same time, although a large number of Earth observation satellites have been launched, very few of them are used in global change studies. The lack of scientific satellite programs greatly hinders research on global change. This book proposes using a series of global change scientific satellites to establish a scientific observation grid for global environmental change monitoring from space, and offers the first comprehensive review of lunar-based Earth observation. These scientific satellites could provide not only basic datasets but also scientific support in facilitating advances in international global change research.
