These include indicators of the governance and management transformations that are taking place in the institutions, how the pressures for expansion and accommodation of entrepreneurial practices are impacting on the governance and management practices and implications on the academic culture of the institutions, processes of constituting various university governance organs such as councils, sena. [...] This approach has, in many instances, reduced the influence of collegial approaches and the power of the faculty even in determining the academic direction of the institutions. [...] The discourse on higher education governance in Africa in most of the 1990s, entailed a much more direct ideological and political attack on the institutional and professional autonomy of universities which often resulted in a semblance of autonomy on the part of the institutions (autonomy to generate and spend with less government oversight); with little regard to the quality of the academic proc. [...] Reading through the literature and findings emerging from the field, there is a feeling that in most African universities coming out or struggling to come out of the financial crisis of the 1980s, and 1990s, good governance and leadership has meant the capacity of the institutions to generate own revenue outside government provisions. [...] Student Governance Some of the case studies have focused on examining the existing frameworks that govern student academic and welfare conduct and student involvement - particularly, how this is changing and in what direction and the implications to the evolution of the institutions, especially in the context of increased setting up of private universities and privatisation of public ones.

Higher Education in Africa. Crises, Reforms and Transformation

Africa is being re-imagined as a knowledge economy, and higher education (HE) systems have been propelled into the centre of national economic plans and strategies. This paper provides an analysis of four recent major initiatives directed to the revitalisation of HE in sub-Saharan Africa: the Pan African University (2010), the Africa Higher Education Centers of Excellence Project (2014), The Kigali Communiqué on Higher Education for Science, Technology and Innovation (2014), and the Dakar Declaration and Action Plan on Revitalising Higher Education for Africa's Future (2015). Guided by critical frame analysis, we examined assumptions and expectations of these regionally/globally structured HE development agendas. The findings show that, while there is a convergence of thinking on the promise for economic transformation held by invigorated HE sectors in Africa, there are uncritically adopted premises about how this transformation is to be achieved. In particular, we find that the promise held out for economic transformation through HE is at risk of failing through the inadequate contextualisation of global policy orthodoxies to African conditions, and that some of the premises about the nature and scale of the economic transformation required to make the reimagined Africa a reality need to be reconsidered.

The first of its kind, this book documents and analyzes the international dimension of higher education in Africa based on country case-studies and a consideration of relevant historical and contemporary themes. It identifies trends, developments, and challenges related to the international dimension of higher educational at the institutional, national, and regional levels. It explores the institutional the opportunities and probes the risks while it responds to the growing need for information and analysis of internationalization of higher education in Africa. On the basis of this book project, an effort is underway to establish the African Network for Internationalization of Education (ANIE). This network aims to develop research capacity and expertise to meet the professional and practical needs of individuals, institutions and organizations interested in the international dimension of higher education in Africa.

Transforming Universities in South Africa: Pathways to Higher Education Reform responds to the pressing need to comprehensively review the post-apartheid experience and assess where South Africa’s higher education stands across the continent and globally, particularly within the country’s efforts to overcome decades of socio-economic imbalances.

Drawing on insights from across Africa, this book investigates the discourses and practices that guide doctoral training today. Higher education is regarded as key for driving development and innovation, creating an informed knowledge base equipped to tackle local and global challenges. For too long external forces defined education in the continent, but now African countries are revitalising higher education, designing doctoral training to fit distinctly African needs and contexts. This book investigates the history, present and future potential of doctoral training on international, regional, national and institutional levels. Bringing together expertise from both research and practice, the book analyses the frameworks and structures of the doctoral phase, and how institutions, supervisors, mentors and young scholars meet the challenges of training in real life. The book covers issues such as access to education, proactive recruitment, funding issues, practitioner expertise, enrolment and drop-out, across a range of countries including South Africa, Mozambique, Ethiopia, Nigeria, Benin, Ghana and Morocco. This book will be a rich resource for higher education administrators and policy makers, as well as researchers and academics with an interest in higher education in Africa.

Finland, South Korea and the state of North Carolina in the United States are three systems that successfully have harnessed higher education in their economic development initiatives. Common to the success of all these systems is, amongst others, the link between economic and education planning, quality public schooling, high tertiary participation rates with institutional differentiation, labour market demand, cooperation and networks, and consensus about the importance of higher education for development. Linking higher education and economic development: Implications for Africa from three successful systems draws together evidence on the three systems, synthesises the key findings, and distils the implications for African countries. The project on which the book is based forms part of a larger study on Universities and Economic Development in Africa, undertaken by the Higher Education Research and Advocacy Network in Africa (HERANA). HERANA is co-ordinated by the Centre for Higher Education Transformation in South Africa.

Growth in the scope, scale and importance of higher education regionalization should not be underestimated or ignored. Africa – like Asia, Europe and Latin America – is promoting deeper cooperation among higher education bodies and institutions across the continent and focusing more attention on Pan-African and sub-regional harmonization of policies and programmes. This is the first book which brings together diverse scholars and policy experts to examine key aspects and challenges of African higher education regionalization. Chapters examine the progress and prospects of core regionalization issues and strategies such as academic mobility, quality assurance, recognition of qualifications, research centres and networks, curriculum and competencies, and regional academic programmes. Other chapters discuss important themes such as the relationship between regionalization, internationalization and Africanization; historical antecedents and perspectives; an analytical model to understand functional, organizational and political approaches to Africa’s higher education regionalization; and the influence of the Bologna process on the African Union’s Strategy for the Harmonization of Higher Education Programmes. Together these chapters provide a comprehensive overview of efforts by the African Union; sub-regional higher education associations such as IUCEA, SARUA and CAMES; Pan-African organizations and actors; key research networks and centres of excellence; and the involvement – or dependence – on external actors and funders, especially from Europe. Fundamentally, the book asks the question whether higher education regionalization in Africa is more rhetoric than reality. It discusses the progress to date on specific themes; identifies historical, political, sustainability and funding challenges; and concludes that while the impacts of regionalization efforts have not been fully realized there is cautious optimism for the future.
