The number of megacities worldwide is rapidly increasing and contemporary cities are also expanding fast. As a result, cities and their inhabitants are becoming increasingly vulnerable to the effects of catastrophic natural events such as extreme weather events (recently more frequent and intense as a result of the ongoing climate changes), earthquakes, tsunamis or man-induced events such as terrorist attacks or accidents. Furthermore, due to increasing technological complexity of urban areas, along with increasing population density, cities are becoming more and more risk attractors. The resilience of cities against catastrophic events is a major challenge of today. It requires city transformation processes to be rethought, to mitigate the effects of extreme events on the vital functions of cities and communities. Redundancy and robustness of the components of the urban fabric are essential to restore the full efficiency of the city's vital functions after an extreme event has taken place. These items were addressed by an interdisciplinary and international selection of scientists during the 6th UN-World Urban Forum that was held in Naples, Italy in September 2012. This volume represents in six chapters the views from sociologists, economists and scientists working on natural risk and physical vulnerability on resilience and sustainability for future cities in relation to natural disasters.

As the world has transformed, so have cities. Today, cities are home to 54 percent of the world’s population, and by the middle of this century that figure will likely rise to 66 percent. According to the United Nations (UN) Habitat I (1972), Habitat II (1996) and Habitat III (2016) summits, cities are facing many serious challenges, including growing inequality, security concerns and the worsening impacts of climate change. Uncontrolled urbanization has led to many problems (haphazard growth of areas, emergence of slums, inadequate water and power supply, poor sanitation, shortage of transport and other civic amenities, shrinking green spaces, pollution, crime, and urban disaster risks such as fire, flood, road and industrial accidents, etc.). Worldwide, communities at the international, national and local level are continuously working to improve human habitats. In order to make our planet more sustainable, the UN has moved from the Millennium Development Goals (MDG) to the Sustainable Development Goals (SDG). Among the latter, the aim of SDG 11 is to “...make cities and human settlements inclusive, safe, resilient and sustainable.” In light of these challenges, various terms have emerged to help understand urban issues. Visualizing the problem, the United Nations program “Making Cities Resilient” is focused on mitigating the disaster risk in urban areas. This book analyzes terms such as: sustainable, resilient, livable, inclusive, smart and world class city, which have emerged in the process of combating urban challenges in today’s world. The book addresses emerging concepts for cities, challenges and potentials, urban environments, health and planning/policies. The concept of resilience has arisen as a “new way of thinking”, becoming a response to both the causes and effects of ongoing global challenges. As it strongly stresses cities’ transformative potential, resilience’s final purpose is to prevent and manage unforeseen events and improve communities’ environmental and social quality. Although the resilience theory has been investigated in depth, several methodological challenges remain, mainly related to the concept’s practical sphere. As a matter of fact, resilience is commonly criticised for being too ambiguous and empty of meaning. At the same time, turning resilience into practice is not easy to do. This will arguably be one of the most impactful global issues for future research on resilience. The Special Issue “Bridging the Gap: The Measure of Urban Resilience” falls under this heading, and it seeks to synthesise state-of-the-art knowledge of theories and practices on measuring resilience. The Special Issue collected 11 papers that address the following questions: “What are the theoretical perspectives of measuring urban resilience? What are the existing methods for measuring urban resilience? What are the main features that a technique for measuring urban resilience needs to have? What is the role of measuring urban resilience in operationalising cities’ ability to adapt, recover and benefit from shocks?”

Offering transdisciplinary perspectives from fields such as policy science, urban planning, environmental science, social psychology, management development and geography, this book discusses the lessons learned from Asian case studies, explaining the challenges and the effectiveness of the tools, and offering transdisciplinary insights for policymakers.
