Emerging Development of Agriculture in East Africa offers case studies that find promise in many new innovations. Farmers in Uganda have quickly learned the management of NERICA rice (a new upland rice variety), which is being disseminated in a limited way in the region. Also in Uganda, farmers living in more remote areas have improved access to markets due to the expansion of mobile phones. In Kenya, improved milk marketing systems have increased efficiency and led to tangible increases in the adoption of dairy production technologies. And the adoption of intensive dairy production systems in Kenya and Uganda are providing significant amounts of manure and positively impacting yields of maize and banana.

A comparative overview will be presented of domestic policies (macroeconomic and agricultural) in Kenya, Malawi and Tanzania and their influence on the extent and character of agricultural growth. The contribution of the World Bank to agricultural growth in the three countries will then be reviewed, from the perspectives of both policy advice and lending provided by the Bank. The presentation will be based upon the findings of case studies of the Bank's involvement in the three East African countries, carried out under DRD's Managing Agricultural Development in Africa (MADIA) Research Project.

This book highlights some of the main areas of debate around the subject of agricultural policy in Eastern Africa. Its major aim is to introduce the reader to different issues of economic and social change arising from agricultural development and to provide an understanding of some of the major difficulties faced by African countries in pursuing an agricultural policy. Agricultural policy is analyzed by creating a contextual framework in light of the major policy documents of the World Bank to formulate an understanding of the developmental issues pertaining to agriculture. This is not meant to be a comprehensive study of agricultural policy but a mode of analysis in which broad sector agricultural policies can be viewed as a potentially active agent of social change and development.

The first of three books in IFPRI's climate change in Africa series, West African Agriculture and Climate Change: A Comprehensive Analysis examines the food security threats facing 11 of the countries that make up West Africa -- Benin, Burkina Faso, Côte d'Ivoire, Ghana, Guinea, Liberia, Niger, Nigeria, Senegal, Sierra Leone, and Togo -- and explores how climate change will increase the efforts needed to achieve sustainable food security throughout the region. West Africa's population is expected to grow at least through mid-century. The region will also see income growth. Both will put increased pressure on the natural resources needed to produce food, and climate change makes the challenges greater. West Africa is already experiencing rising temperatures, shifting precipitation patterns, and increasing extreme events. Without attention to adaptation, the poor will suffer. Through the use of hundreds of scenario maps, models, figures, and detailed analysis, the editors and contributors of West African Agriculture and Climate Change present plausible future scenarios that combine economic and biophysical characteristics to explore the possible consequences for agriculture, food security, and resources management to 2050. They also offer recommendations to national governments and regional economic agencies already dealing with the vulnerabilities of climate change and deviations in environment. Decisionmakers and researchers will find West African Agriculture and Climate Change a vital tool for shaping policy and studying the various and likely consequences of climate change.

In volume 2 of the "Afrika-Studien" an appraisal of the agricultural development policy in Tanganyika (now Tanzania) from 1950 to 1963 was made. This report is a continuation of the work in East Africa, with the emphasis lying on a tentative quantitative assessment of costs and benefits of smallholder development. There are few countries in Africa south of the Sahara where as many and as various measures for the promotion of small holder farming have been tried as consistently and intensively as in Kenya. In particular the "Swynnerton Plan" led to the employment of substantial sums in African farming. Some of the approaches have been highly success ful, others not. It is the purpose of this report to inform about aims and institutions, methods and difficulties, costs and benefits. This book explores the puzzling phenomenon of new veiling practices among lower middle class women in Cairo, Egypt. Although these women are part of a modernizing middle class, they also voluntarily adopt a traditional symbol of female subordination. How can this paradox be explained? An explanation emerges which reconceptualizes what appears to be reactionary behavior as a new style of political struggle--as accommodating protest. These women, most of them clerical workers in the large government bureaucracy, are ambivalent about working outside the home, considering it a change which brings new burdens as well as some important benefits. At the same time they realize that leaving home and family is creating an intolerable situation of the erosion of their social status and the loss of their traditional identity. The new veiling expresses women's protest against this. MacLeod argues that the symbolism of the new veiling emerges from this tense subcultural dilemma, involving elements of both resistance and acquiescence.

The book critically examines the reasons behind East Africa's stagnant agricultural productivity over the past forty-five years, using the primary lens of investments in fertilizers, seeds, and sustainable land management technologies, These investments have a tremendous impact on production volume, ultimately affecting the income of millions of families throughout the region.
