As Russia rattles its sabres in the Baltic, Neil Taylor reconsiders the history of Estonia and its struggle to achieve statehood.

Located within the forgotten half of Europe, historically trapped between Germany and Russia, Estonia has been profoundly shaped by the violent conflicts and shifting political fortunes of the last century. This innovative study traces the tangled interaction of Estonian historical memory and national identity in a sweeping analysis extending from the Great War to the present day. At its heart is the enduring anguish of World War Two and the subsequent half-century of Soviet rule. Shadowlands tells this story by foregrounding the experiences of the country’s intellectuals, who were instrumental in sustaining Estonian historical memory, but who until fairly recently could not openly grapple with their nation’s complex, difficult past.

Estonia has succeeded in reducing its macroeconomic imbalances and vulnerabilities, but faces the challenge of preserving its hard-earned fiscal and financial stability and enhancing long-term growth prospects. In this regard, adopting a fully fledged medium-term fiscal framework can help assess policy trade-offs and avoid procyclical policies. Financial sector stability can be safeguarded by strengthening macroprudential policies. Deeper Nordic-Baltic cross-border prudential arrangements and the EU banking union can enhance financial stability. Estonia needs to safeguard its external competitiveness, address skill mismatches, and accelerate human capital accumulation.

This Selected Issues paper and Statistical Appendix analyzes the progress made by Estonia since independence. It takes stock of the developments in the banking system and describes how the number of banks in Estonia has been reduced through a series of bankruptcies and mergers from 41 in 1992 to 5 by end 1998. The paper explores nonbank financial sector developments. The paper also describes a composite index of coincidence indicators and tests how well it has tracked recent developments in Estonia.

Estonia’s economy continues to perform well, and growing incomes support well-being. However, the expansion has peaked, and growth is set to soften due to weak international demand. Prudent fiscal policy has resulted in low debt, but spending pressures related to meeting infrastructure needs and ageing are mounting. Old age poverty is high and the proposal to allow early withdrawal of pension funds threatens macroeconomic stability and pension adequacy. The gender wage gap is among the highest in the OECD, and inequalities in income and health are considerable, reflecting gaps in the social safety net. The oil-shale sector is highly energy-intensive and is the main culprit behind Estonia’s high greenhouse gas emissions, but reducing dependence on the sector is challenging, as it is an important employer and meets 70% of Estonia’s energy needs.

What happens to legacies that do not find any continuation? In Estonia, a new generation that does not remember the socialist era and is open to global influences has grown up. As a result, the impact of the Soviet memory in people’s conventional values is losing its effective power, opening new opportunities for repair and revaluation of the past. Francisco Martinez brings together a number of sites of interest to explore the vanquishing of the Soviet legacy in Estonia: the railway bazaar in Tallinn where concepts such as ‘market’ and ‘employment’ take on distinctly different meanings from their Western use; Linnahall, a grandiose venue, whose Soviet heritage now poses diffi cult questions of how to present the building’s history; Tallinn’s cityscape, where the social, spatial and temporal co-evolution of the city can be viewed and debated; Narva, a city that marks the border between the Russian Federation, NATO and the European Union, and represents a place of continual negotiation of belonging; and the new Estonian National Museum in Raadi, an area on the outskirts of Tartu, that has been turned into a memory field. The anthropological study of all these places shows that national identity and historical representations can be constructed in relation to waste and disrepair too, also demonstrating how we can understand generational change in a material sense. Of all the Soviet Union's subject nationalities, the three Baltic republics, Estonia, Latvia and Lithuania, were the most determined and best organised in seizing the opportunities created by glasnost and perestroika to win freedom from Moscow's grip. At the time of first publication, in 1991, the final section of the book was speculative. Now for this revised edition, the authors have provided a new final chapter which brings the story up to date -- and the three republics to political independence again.
