This document contains the report of, and papers presented at, the Expert Consultation on Illegal, Unreported and Unregulated Fishing which was held in Sydney, Australia, from May 15 to 19, 2000. The Consultation was organized by the Government of Australia in cooperation with FAO. Selected experts were invited to prepare papers as background documents to assist the work of the Consultation. These experts were also invited to prepare text for the preliminary draft of the international plan of action to combat illegal, unreported and unregulated (IUU) fishing. The preliminary draft international plan of action elaborated by the experts is appended to the Report of the Consultation. Following its deliberations, the Technical Consultation approved a Model Scheme on Port State Measures to Combat IUU Fishing, strongly supported the proposed Programme of Assistance to facilitate human development and institutional strengthening in developing countries to promote the full and effective implementation of port States measures to combat IUU fishing, and supported the establishment of a database concerning relevant port State measures.

Synopsis Fisheries Subsidies under International Law by : Chen-Ju Chen
Subsidies to fisheries have been in existence for centuries. However, these remained outside the spotlight of the international community until the turn of this century when the negative effects that fisheries subsidies have on international trade, the environment and sustainable development became increasingly clear. As a result the Doha Round Negotiations set the parameters for an effective fisheries subsidies regime. WTO Members thus embarked in intensive negotiations with the collaboration of various international organizations. These negotiations culminated with publication of the legal text of the Chairman of the Negotiating Group on Rules in 2007 which reflects to a large extent the mandates of the Ministerial Conferences and reconciles the diverse interests of the negotiators. The EU as a major WTO Member and with its own Common Fisheries Policy which has been in effect for a number of years can serve as the basis for comparison and improvement of the proposed regulations.
