This report proposes a renewable energy subsidy mechanism for Indonesia to close the gap between the costs of renewable and conventional power generation. It takes into account the additional economic benefits of renewable power and considers how the government can support its rapid deployment in the power sector. The report emphasizes the need for Indonesia to adopt international best practice for planning, procurement, contracting, and risk mitigation to reduce the financial costs of renewable energy development. To achieve this, implementation of the subsidy should be part of a broader inter-ministerial electricity policy reform program.

Indonesia has achieved an impressive 84% electrification ratio, but faces significant challenges in reaching the remaining 16% of its households. This report describes Indonesia’s electrification environment and identifies barriers to achieving universal electricity access. Principles drawn from international best practices such as government commitment, enabling institutional environments, adequate and sustainable financing, and stakeholder coordination are discussed in the context of Indonesia’s energy sector. The report gives recommendations for establishing service standards, streamlining financing, setting appropriate targets, and monitoring and evaluation, as well as near-term steps to help achieve universal electricity access.

This latest energy sector assessment, strategy, and road map for Indonesia highlights energy sector performance, major development constraints, and government development plans and strategy. This report reviews previous support from the Asian Development Bank (ADB) and other development partners, and outlines ADB’s future support strategy in Indonesia’s energy sector. This publication provides energy sector background information for ADB investment and technical assistance operations and will inform ADB’s 2016–2019 country partnership strategy for Indonesia.

Geothermal energy represents one of the key options for Indonesia to achieve a comprehensive approach to national energy development. The rapid increase in fossil-fuel based energy consumption, which is subject to volatility in the world oil market, is the main challenge facing the country's energy supply. This study documents key issues that have constrained the development of geothermal power in Indonesia, including tariffs, tendering processes, financial considerations, permitting, and interagency coordination. It also makes recommendations to unlock the potential of the sector, including a new tariff regime, improvements to the tendering process, renegotiation of power purchase agreements, and innovative modes of financing.

Renewable energy plays an important role in contributing to the transition toward low-carbon development growth, in enhancing technology diversification and hedging against fuel price volatility, in strengthening economic growth, and in facilitating access to electricity. The global trends indicate a growing commitment to renewable energy development from developed and developing countries in both the introduction of specific policy levers and investment flows. Developing countries have now a long history of designing and implementing specific policy and regulatory instruments to promote renewable energy. Today, feed-in tariff policies are being implemented in about 25 developing countries and quantity based instruments, most notably auction mechanisms, are increasingly being adopted by upper middle income countries. This paper summarizes the results of a recent review of the emerging experience with the design and implementation of price and quota based instruments to promote renewable energy in a sample of six representative developing countries and transition economies. The paper discusses the importance of a tailor-made approach to policy design and identifies the basic elements that have proven instrumental to policy effectiveness, including adequate tariff levels, long term policy or contractual commitments, mandatory access to the grid and incremental cost pass-through. Ultimately, a low carbon development growth in the developing world depends on the availability of resources to finance the solutions that exhibit incremental costs. Policies introduced to support renewable energy development should be designed and introduced in combination with strategies that clearly identify sources of finance and establish a sustainable incremental cost recovery mechanism (for example, using concessional financial flows from developed countries to leverage private financing, strengthening the performance of utilities and distribution companies, or allowing the partial pass-through of incremental costs to consumer tariffs with a differentiated burden sharing that protects the poor). Without question, policy makers will have to ensure that the design of different policy mechanisms and the policy mix per se deliver renewable energy targets with the lowest possible incremental costs and volume of subsidies.

A feed-in tariff is a renewable energy law that obliges energy suppliers to buy electricity produced from renewable resources at a fixed price, usually over a fixed period - even from householders. These legal guarantees ensure investment security, and the support of all viable renewable energy technologies. Supporters argue that the feed-in model, if implemented effectively around the world, would greatly assist the energy revolution that is so desperately required; through CO2 reduction, market creation and development, job creation and improved energy security. Feed-in Tariffs is a concise introduction to feed-in laws, examining the experience of countries that have implemented this model. The author argues that the policy should be implemented anywhere with a suitable national power grid infrastructure, and identifies variations on the policy for those areas without. This report explores green bonds and other finance instruments for climate-resilient infrastructure to help meet the growing demand for green investments and achieve a low carbon economy in Indonesia. The Climate Bonds Initiative (CBI) consulted with experts in partnership with ADB, the ASEAN Catalytic Green Finance Facility, and PT Sarana Multi Infrastruktur under Indonesia’s Ministry of Finance in preparing this updated report, following previous editions published in 2018 and 2019.
