Already in 1946, the British Prime Minister Winston Churchill held a speech in Zurich and within this speech he expressed the idea of France and Germany as the constituting countries of a European Union. At this time, the patriotic French press was outraged about this idea. But already in 1949 the Council of Europe was founded, and only two years later in 1951 the European Community for Steel and Coal was created and became effective in 1952. In 1957, the member states of the ECSC signed the Treaty of Rome to start the European Economic Community (EEC) (Schmuck, n.a.). The European integration has been a unique process (Rosamond, 2006, S. 450) that lead also to a separate field of studies, the European integration studies. Even though Europe is unique and the integration process that has been taken place there is unique as well, efforts to compare the process in Europe with integration processes in other regions of the world were undertaken. I will tackle the matter with this regard. This paper will be concerned with the integration process in Europe compared to integration processes in Latin America. My motivation to do this arises from the fact that I am a Brazilian student and thus have a Latin American origin and I am studying in Germany, which is in my opinion and most probably not only in my opinion the most important constituting country of the European Union. It is not only the biggest economy in Europe but it is also one of the few constituting states of the predecessor of the EU the already mentioned ECSC and the EEC. A second fact, which is in my opinion intuitive, is the one what the differences of integration processes are and how those can be explained. The first world with Europe and the third world with Latin America might show different difficulties and challenges with respect to efforts on regional integration. [...]

Originally published in 2004. This comprehensive collection provides an innovative analysis and a comparison between economic and financial integration in Europe and Latin America, addressed from a global, regional and country-specific perspective. It constitutes a valuable overview focusing on three topics: regional integration and monetary cooperation in Europe and Latin America, exchange rate strategies and financial sector structure. The collection is the outcome of a Workshop and high-level Seminar organized by the Banco de España and the European Central Bank that brought together senior European and Latin American central bankers, as well as senior representatives from international institutions. The 31 contributors presented high quality papers, allowing the reader to take advantage of a rigorous economic analysis that uses first-hand information and draws useful lessons for the future.

Based on cutting-edge research, this edited volume examines how citizens and political elites perceive the legitimacy of regional integration in Europe and the Americas. It analyses public opinion and political discourse on the EU, NAFTA and MERCOSUR, arguing that legitimation patterns shape the development of regional governance.

The book aims at offering a comparative, multi-perspective analysis of the different, at times parallel, at times with varying degrees of interdependence, macroeconomic and structural adjustments in the two continents against the backdrop of important processes of regional integration. Its reading offers a multifaceted appreciation of the reality emerging from the mixing up of longer run tendencies deepened by the brute force of the financial and then industrial crisis.

This collection of 14 papers explores the political dimensions of regional integration, discussing the key aspects of the European experience, from the Treaty of Rome to the Single European Act to the Treaty of Maastricht and beyond.

In the last five decades, the world has witnessed dramatic changes. The Cold War has ended, and geopolitical relations among the major powers have been generally stable and tranquil. Moreover, the demise of colonialism has allowed newly independent countries to play a greater role in the international arena, and countries that used to be foes have now joined hands to develop their economies and raise the living standards of their peoples. At the same time, economic integration, both regional and global, has taken a strong hold. There is a growing realization that, for the survival of the modern world, with increasing cross-national links and externalities, global cooperation is a necessity. The opponents of integration argue that it is merely a guise for exploiting people in developing countries, which will cause massive disruptions of lives and with few benefits to the poor. Its proponents, however, point to the significantly reduced levels of poverty in countries that have adopted economic integration, such as China, India, Vietnam, Brazil, Chile, South Africa, Tanzania, and others. The EU experience is a successful example of integrating national economies, but how far should those promoting regional integration in Africa and other regions look to the EU as a model? Can regional and global integration proceed harmoniously? The journey towards fully-fledged regional integration in Africa and beyond could be long, rough and tough. Challenges and fears are enormous, but hopes, opportunities and prospects are immense. From this study it can be further concluded that Regional Integration and Cooperation in the 21st century is a reality and relevant.

Regionalism is under stress. The European Union has been challenged by the Eurozone crisis, refugee flows, terrorist attacks, Euroscepticism, and Brexit. In Latin America, regional cooperation has been stagnating. Studying Europe and Latin America within a broader comparative perspective, this volume provides an analytical framework to assess stress factors facing regionalism. The contributors explore how economic and financial crises, security challenges, identity questions raised by immigration and refugee flows, the rise of populism, and shifting regional and global power dynamics have had an impact on regionalism; whether the EU crisis has had repercussions for regionalisms in other parts of the world; and to what extent the impact of stress factors is mediated by characteristics of the region that may provide elements of resilience. Written by specialists from Europe and Latin America with a shared interest in the new field of comparative regionalism, this book will be an invaluable resource for students, scholars and policy specialists in regional integration, European politics, EU studies, Latin American studies, and international relations and international law more generally.

In the late 1980s regional integration emerged as one of the most important developments in world politics. It is not a new phenomenon, however, and this 1999 book presents an analysis of integration across time, and across regions. Walter Mattli examines projects in nineteenth- and twentieth-century Europe, but also in Latin America, North America and Asia since the 1950s. Using the tools of political economy, he considers why some integration schemes have succeeded while many others have failed; what forces drive the process of integration; and under what circumstances outside countries seek to join. Unlike traditional political science approaches, the book stresses the importance of market forces in determining the outcome of integration; but unlike purely economic analyses, it also highlights the impact of institutional factors. The book will provide students of political science, economics, and European studies with a framework for the study of international cooperation.

This collection is a sober assessment of the state of regional integration in Latin America and the Caribbean. It studies the question from four perspectives: economic, institutional, political, and in relation to the rest of the world. It considers the questions raised by LAC countries' efforts to use 'new' regionalism to address the challenges of globalization and to explore the nature and meaning of open regionalism. This thematic treatment draws on the experience of the different schemes currently in place in the region: NAFTA, CACM, CARICOM, the Andean Community and MERCOSUR. It also examines the nature of globalization, including concerns over the relationship between regionalism and the multilateral system. There is now a broad consensus among LAC countries that regional integration can help them adjust to the new world order, but there is much less agreement on how to achieve it and what reforms are needed to bring it about.

Much has been said about the driving forces of region-building processes or regionalization worldwide, yet few systematic and comparative studies have been conducted on how regions can contribute to the building of other regions - and more concretely, how the European Union has 'pushed' for regionalization worldwide. This comparative book investigates the impact that the EU has on regionalization elsewhere through its inter-regional relations. Covering agriculture, trade, ASEAN, NAFTA, MERCOSUR and Commonwealth amongst other topics, it investigates whether the EU contributes directly, as well as indirectly, to increased regional integration in different parts of the world.
