It focuses on the four major federal land management agencies, which manage about 95% of all federal lands: the Bureau of Land Management, the Fish and Wildlife Service, and the National Park Service, all in the Dept. of the Interior; and the Forest Service in the Dept. of Agriculture. Appendix I describes the report's scope and methodology; appendix II contains agency-by-agency responses to the questionnaire.
