On 30 April 2009, NOVA Gas Transmission Ltd. (NGTL) applied to the National Energy Board (Board or NEB) pursuant to section 52 of the National Energy Board Act for a Certificate of Public Convenience and Necessity to construct and operate the Groundbirch Pipeline Project, a proposed extension of the TransCanada Alberta System to the Groundbirch area of British Columbia (BC), with approximately 69.5 kilometres (km) of new non-contiguous right-of-way and a capability to transport 46.9 x 106 cubic metres-per-day of natural gas. NGTL also requested that the Board grant such further and other relief as may be requested or as the Board may consider appropriate. This report provides an overview of the matters considered by the Board in reaching a decision on the Application. Details of the Board's assessment of issues identified by the Board or by parties to the proceeding are set out in these Reasons. In coming to its findings, the Board considered all of the evidence on the record in this matter including economic feasibility, natural gas liquid matters, facilities, Aborginal matters, land matters, environment and socio-economic matters, tolls, public interest, public convenience, and necessity.--Includes text from document.

On 15 July 2011, NOVA Gas Transmission Ltd. (NGTL), applied to the National Energy Board (NEB), pursuant to the National Energy Board Act for a Certificate of Public Convenience and Necessity to construct and operate the Leismer to Kettle River Crossover Project (the Project). The Project would transport sweet natural gas from other parts of the Alberta System to supplement declining local supply and meet the increasing market demand in the Kirby area. On 1 November 2011, the NEB issued the GH-004-2011 Hearing Order, which established the process for the NEBs consideration of the Application. The NEB considered the evidence and submissions made by all participants in the GH-004-2011 proceeding. The NEB's views and conclusions on individual matters which fall within the scope of the requested authorizations are contained in this report, and constitute their Reasons for Decision in respect of this matter.--Includes text from document.

The Project would extend and expand the Alberta System by approximately 130 kilometres (km) of pipeline at two locations in northwestern Alberta (AB) and northeastern British Columbia (BC). TransCanada PipeLines Limited (TransCanada) owns and operates the Mainline natural gas transmission system, which extends from the Alberta border across Saskatchewan, Manitoba, Ontario, through a portion of Québec and connects to various downstream Canadian and international pipelines. In an application dated 5 December 2006, as amended on 13 February 2007, TransCanada applied to the National Energy Board (Board or NEB) under Part IV of the National Energy Board Act (Act) for an order approving a new receipt point at Gros Cacouna in the province of Quebec for the receipt of natural gas from a liquefied natural gas (LNG) regasification terminal. TransCanada also sought affirmation that the new receipt point would be served as an integrated part of TransCanada's Mainline, and that the tolls for services from the new receipt point would be calculated with the same rolled-in methodology used to calculate tolls for services from other receipt points east of the Saskatchewan Zone. In this document, the Board presents its reasons for decision with respect to TransCanada's Gros Cacouna receipt point application heard by the Board in the RH-1-2007 proceeding.--Includes text from document.

In early 2008, the National Energy Board (Board or NEB) identified a proposed approach for the Land Matters Consultative Initiative (LMCI), consisting of four distinct topic streams. One of the streams, Stream 3, was Pipeline Abandonment--Financial Issues. The Board indicated that the key issue to be considered in respect of that stream was: "What is the optimal way to ensure that funds are available when abandonment costs are incurred?" The Board noted two key principles fundamental to its future decisions with respect to the financial matters related to pipeline abandonment. These were: a) Abandonment costs are a legitimate cost of providing service and are recoverable upon Board approval from users of the system; and b) Landowners will not be liable for costs of pipeline abandonment. These Reasons for Decision provide an overview of the matters considered by the Board in reaching a decision in respect of the abandonment cost estimates applications.--Document.
