This the autobiographical work of Howard Evans (1839–1915) who was a British Radical and Nonconformist journalist. The book paints a vivid picture of conditions in the 19th century and how courageous reformers like John Stuart Mill, himself and his associate W. Randal Cremer stood for human rights and the beginnings of the Labour and Peace Movements. Evans wrote in 1878, "I believe firmly that in politics as well as religion God has his own elect chosen out from the rest of the world to be the pioneers of progress". Together with Cremer he formed the Inter Parliamentary Union and the International Arbitration League and laid the foundations for the International Court of Justice in the passionate search for an alternative to war as a solution for international disputes.

Imperial Sceptics provides a highly original analysis of the emergence of opposition to the British Empire from 1850–1920. Departing from existing accounts, which have focused upon the Boer War and the writings of John Hobson, Gregory Claeys proposes a new chronology for the contours of resistance to imperial expansion. Claeys locates the impetus for such opposition in the late 1850s with the British followers of Auguste Comte. Explores the many issues surrounding by-elections in the period which saw the extension of the franchise, the introduction of the ballot, and the demise of most dual member constituencies. Between the 1832 Great Reform Act and the outbreak of World War One in 1914, over 2,600 by-elections took place in Britain. They were triggered by the death, retirement or resignation of sitting MPs or by the appointment of cabinet ministers and were a regular feature of Victorian and Edwardian politics. They furnished political parties and their leaders with a crucial tool for gauging and mobilising public opinion. Yet despite the prominence of by-election contests in the historical records of this period, scholars have paid relatively little attention to them. As this book shows, these elections deserve to be taken as seriously today as people took them at the time. They providedimportant linkages between local and national politics, between the four parts of the United Kingdom and Westminster, and between foreign and domestic affairs.
