A passionate examination of why international anti-corruption fails to deliver results and how we should understand and build good governance.

As difficult as it might seem to define governance, it appears to be that much more difficult to measure it. Since the World Bank Institute launched the Worldwide Governance Indicators in the late 1990s, the governance indicators field has flourished and experienced significant advances in terms of methodology, data coverage and quality, and policy relevance. Other major initiatives have added to a momentum that propelled research on governance indicators seen in few other academic fields in the economic and social sciences. Given these developments and the prominence and policy relevance the field of governance indicator research has achieved, the time is ripe to take stock and ask what has been accomplished, what the shortcomings and potentials might be, and what steps present themselves as a way forward. This volume-- the fifth edition in an annual series tackling different aspects of governance around the world-- assesses what has been achieved, identifies strengths and weaknesses of current work, and points to issues that need to be tackled in order to advance the field, both in its academic importance as well as in its policy relevance. "This study presents novel data (European QoG Index - EQI) on the "quality of government" (QoG) - understood as low corruption, impartial public services and rule of law - for national and sub-national levels in twenty-seven European Union countries. The EQI shows notable within-country variations: while high-performing regions in Italy and Spain (for example, Bolzano, País Vasco) rank amongst the best European Union regions, others perform well below the European Union average. The index is highly correlated with sub-national levels of socio-economic development and levels of social trust, yet political decentralization is uncorrelated with greater within-country, or higher levels of overall, QoG."--Editor.

Corruption has an impact. It is about time that anticorruption starts having an impact, too. This is the first annual policy report of the European Seventh Framework Research Project ANTICORRP, which has started in 2012 and will continue until 2018. Based on the work of 21 different research centers and universities gathering original data, ANTICORRP offers yearly updates on the latest from corruption research, analyzing both the consequences of corruption and the impact of policies attempting to curb it. This first report offers a methodology to evaluate corruption risk and quality of government at country, region and sector level by means of corruption indicators that are sensitive to change and policy intervention. The aim of the project is to offer testable, easy to handle policies which reduce corruption risk. Corruption distorts market competition, bolsters deficits on behalf of discretionary spending, hurts real investment in public health and education, reduces tax collection, detriments the absorption rate of EU funds, and generates vulnerable employment and brain drain. This study estimates that if EU member states would all manage to control corruption at the Danish level, tax collection in Europe would increase by 323 billion Euro per year – double of the EU budget for 2013.

Two aspects link together the notions of corruption and integrity from an epistemological perspective: the complexity of defining the two notions, and their richness in forms. This volume brings together the perspectives of six disciplines - business, political science, law, philosophy, anthropology and behavioural science - to the debate on integrity and corruption. The main goal is to promote a fruitful interdisciplinary dialogue on complex themes such as integrity and corruption in business and politics. The book investigates possible ways in which corruption and integrity apply to everyday practices, ideas and ideologies, and avoids the stigmatizations and oversimplifications that often plague these fields of research.
