This book investigates public claims for the protection of weak groups and interests in Japan and China from the nineteenth century to the present day. Taking an interdisciplinary approach, it engages with ongoing global debates relevant to both Western and non-Western societies whilst also providing an historically informed analysis of contemporary issues. Using case studies on disaster victims, employee well-being, cultural heritage and animal welfare, this book analytically distinguishes between framing, mobilisation and institutionalisation processes. It examines these processes at the intersections of international and domestic spheres and, in doing so, demonstrates how drives for protection are formulated, contested and played out in practice. Ultimately however, this book argues that claims for protection do not necessarily translate into effective measures, but may in fact entail ambiguous or negative outcomes for the protected ‘weak’. Protecting the Weak in East Asia makes a significant contribution to the empirical and theoretical research into the transformation of East Asian societies. As such, it will appeal to students and scholars of Asian history, Asian culture and society and East Asian Studies more broadly.

Richard Doner goes beyond 'political will' by emphasizing institutional capacities and political pressures: development challenges vary; upgrading poses tough challenges that require robust institutional capacities. Such strengths are political in origin. They reflect pressures, such as security threats and resource constraints, which motivate political leaders to focus on efficiency more than clientelist payoffs. Such pressures help to explain the political institutions – 'veto players' – through which leaders operate. This book critically examines the influence of International Society on East Asia, and how its attempts to introduce ‘civilization’ to ‘barbarous’ polities contributed to conflict between China and Japan. Challenging existing works that have presented the expansion of (European) International Society as a progressive, linear process, this book contends that imperialism – along with an ideology premised on ‘civilising’ ‘barbarous’ peoples – played a central role in its historic development. Considering how these elements of International Society affected China and Japan’s entry into it, Shogo Suzuki contends that such states envisaged a Janus-faced International Society, which simultaneously aimed for cooperative relations among its ‘civilized’ members and for the introduction of ‘civilization’ towards non-European polities, often by coercive means. By examining the complex process by which China and Japan engaged with this dualism, this book highlights a darker side of China and Japan’s socialization into International Society which previous studies have failed to acknowledge.
