American Muslims have played an important role in helping to counter extremism and are increasingly using social media to this end. RAND researchers reviewed literature and interviewed American Muslims experienced in social media to understand and explain key challenges facing these Muslim activists, and to identify ways in which the public and private sector can help empower these voices online.

American Muslims have played an important role in helping to counter violent extremism (CVE) and support for al-Qa'ida, and are increasingly using the Internet and social media to these ends. Discussions with a number of Muslim leaders active in social media suggest that it is possible to expand such efforts even further, and doing so is a major objective of the August 2011 White House strategy to counter violent extremism. RAND researchers reviewed literature and interviewed American Muslims experienced in social media to understand and explain key challenges facing Muslim activists against extremism, and to identify ways in which the public and private sector can help empower CVE voices online. Their recommendations include reducing the national security focus of CVE where possible: addressing sources of mistrust within the Muslim community, focusing engagement and education on those influential in social media, and enhancing both government and private-sector funding and engagement

Countering violent extremism consists of various prevention and intervention approaches to increase the resilience of communities and individuals to radicalization toward violent extremism, to provide nonviolent avenues for expressing grievances, and to educate communities about the threat of recruitment and radicalization to violence. To explore the application of health approaches in community-level strategies to countering violent extremism and radicalization, the National Academies of Sciences, Engineering, and Medicine held a public workshop in September 2016. Participants explored the evolving threat of violent extremism and radicalization within communities across America, traditional versus health-centered approaches to countering violent extremism and radicalization, and opportunities for cross-sector and interdisciplinary collaboration and learning among domestic and international stakeholders and organizations. This publication summarizes the presentations and discussions from the workshop.

This book is a timely and significant examination of the role of counter-messaging via social media as a potential means of preventing or countering radicalization to violent extremism. In recent years, extremist groups have developed increasingly sophisticated online communication strategies to spread their propaganda and promote their cause, enabling messages to be spread more rapidly and effectively. Counter-messaging has been promoted as one of the most important measures to neutralize online radicalizing influences and is intended to undermine the appeal of messages disseminated by violent extremist groups. While many such initiatives have been launched by Western governments, civil society actors, and private companies, there are many questions regarding their efficacy. Focusing predominantly on efforts countering Salafi-Jihadi extremism, this book examines how feasible it is to prevent or counter radicalization and violent extremism with counter-messaging efforts. It investigates important principles to consider when devising such a program. The authors provide both a comprehensive theoretical overview and a review of the available literature, as well as policy recommendations for governments and the role they can play in counter-narrative efforts. As this is the first book to critically examine the possibilities and pitfalls of using counter-messaging to prevent radicalization or stimulate de-radicalization, it is essential reading for policy makers and professionals dealing with this issue, as well as researchers in the field.

This book identifies and analyzes the impact of the various ways in which local people are responding, taking stands, recapturing their culture, and saying 'stop' to the violent extremism that has manifested over the past decade (even longer) in Pakistan. Local groups throughout Pakistan are engaging in various kinds of social negotiations and actions to lessen the violence that has plagued the country since the 1979 Soviet invasion of Afghanistan which let loose abarrage of violence that overflowed into its borders. In so many ways, Pakistanis are engaging in powerful actions that transform how people think about their own society, impeding extremists' rants while acting on 'envisioning alternative futures'. This book, hence, focuses on finding the sparks ofhope that local people are creating to counter violent extremism based on close ethnographic study of ground realities about not only what people are doing but why they are selecting these kinds of actions, how they are creating alternative narratives about culture and identity, and their vision of a future without violence. This book is also designed to celebrate what is flourishing in cultural performances, music, social activism, and the like in Pakistan today because of people's commitmentto take stands against extremism.

This book explores the interface between terrorism and the internet and presents contemporary approaches to understanding violent extremism online. The volume focuses on four issues in particular: terrorist propaganda on the internet; radicalisation and the internet; counter campaigns and approaches to disrupting internet radicalisation; and approaches to researching and understanding the role of the internet in radicalisation. The book brings together expertise from a wide range of disciplines and geographical regions including Europe, the US, Canada and Australia. In this report, the authors seek to understand how violent extremists behave in an increasingly complex online ecosystem. This ecosystem, which is characterised by technological innovation and diversification of platforms, offers significant utility and advantages to violent extremists. By interrogating the variety of tactics and strategies being used globally, the authors have identified gaps in the understanding of the expansive contours of the violent extremism (VE) online landscape. The study highlights the extent to which these challenges require enhanced policy settings. Violent extremists have learned to adjust their behavioural posture through a variety of tactical measures to evade common counters. Although law enforcement agencies are conscious of how enforcement and denial actions change behaviours, there will always be a trade-off between keeping extremists where they can be monitored online and deplatforming them to reduce potential harm. Some of the ongoing adaptations of violent extremists are illustrated in this report, using case studies and examples from a variety of different platforms. At the strategic level, the authors dissect the ways in which violent extremist networks engage across alternative-technology and mainstream platforms according to the opportunities afforded by each platform. Developing a greater, more detailed understanding of the online VE landscape is imperative because of the extraordinary proliferation of VE activity online.

This report presents the results of an evaluation designed to assess the effects of countering violent extremism-themed social media content used in a campaign to promote tolerance, freedom of speech, and rejection of violence in Indonesia. The campaign was partially successful in its appeal to the intended audience, its communication of its message, and its positive effects on certain attitudes. However, there were also negative effects.

Terrorism and ideologically inspired violence are persistent and serious threats to U.S. national security. This report uses interviews to explore why and how 32 individuals joined extremist organizations and how some of them exited these groups.
