This newly designed 28th edition with the first change in layout since the 1960s, amends the section on commodity standards dealing with non-retail containers; introduces new text on Criteria and procedural guidelines for Codex committees and ad hoc intergovernmental task forces working by correspondence, and there is a new annex concerning the Approach for the extrapolation of maximum residue limits of veterinary drugs to one or more species to the risk analysis principles applied by the Committee on residues of veterinary drugs in foods.

The joint FAO/WHO Codex Alimentarius Commission is the UN body responsible for establishing international food standards aimed at protecting the health of consumers and ensuring fair practices in the food trade. This publication contains the overarching principles on the risk analysis of foods derived from modern biotechnology and guidelines for food safety assessment of foods derived from recombinant-DNA plants or produced using recombinant-DNA micro-organisms, as adopted by the Commission at its 26th session, held in 2003.

The term transnational governance designates untraditional types of international and regional collaboration among both public and private actors. These legally-structured or less formal arrangements link economic, scientific and technological spheres with political and legal processes. They are challenging the type of governance which constitutional states were supposed to represent and ensure. They also provoke old questions: Who bears the responsibility for governance without a government? Can accountability be ensured?
