The past decade has seen rapid growth in the private security industry, both in Africa and globally. Private security companies have diversified their activities to include military advice and training, arms procurement, intelligence gathering, logistical and medical support and in limited instances, combat and operational support. As a result many African governments have engaged the services of internationally-operating private security companies, such as the American firms MPRI (Military and Professional Resources International), Dyncorp and PAE (Pacific Architects and Engineers), while more ‘traditional’ security companies such as Saracen, Gray Security and others are active in a number of countries such as Kenya, Uganda and South Africa.

Across Africa, growing economic inequality, instability and urbanization have led to the rapid spread of private security providers. While these PSPs have already had a significant impact on African societies, their impact has so far received little in the way of comprehensive analysis. Drawing on a wide range of disciplinary approaches, and encompassing anthropology, sociology and political science, Private Security in Africa offers unique insight into the lives and experiences of security providers and those affected by them, as well as into the fragile state context which has allowed them to thrive. Featuring original empirical research and case studies ranging from private policing in South Africa to the recruitment of Sierra Leoneans for private security work in Iraq, the book considers the full implications of PSPs for security and the state, not only for Africa but for the world as a whole.

Twilight Policing is an ethnographic study of the daily policing practices of armed response officersÑa specific type of private security officerÑand their interactions with citizens and the state police in Durban, South Africa. This book shows how their policing practices simultaneously undermine and support the state, resulting in actions that are neither public nor private, but something in between, something Òtwilight.Ó Their performances of security are also punitive, disciplinary, and exclusionary, and they work to reinforce post-apartheid racial and economic inequalities. Ultimately, Twilight Policing helps to illuminate how citizens survive volatile conditions and to whom they assign the authority to guide them in the process.

Die Palette der von ihnen angebotenen Dienstleistungen ist groß. Sie reichen von logistischer Unterstützung über Aufklärung bis hin zu Kampfeinsätzen. This book brings to fruition the research done during the CEA-ISCTE project ‘’Monitoring Conflicts in the Horn of Africa’’, reference PTDC/AFR/100460/2008. The Portuguese Foundation for Science and Technology (FCT) provided funding for this project. The chapters are based on first-hand data collected through fieldwork in the region’s countries between 4 January 2010 and 3 June 2013. The project’s team members and consultants debated their final research findings in a one-day Conference at ISCTE-IUL on 29 April 2013. This book illustrates how Africa’s defence and security domains have been radically altered by drastic changes in world politics and local ramifications. First, the contributions of numerous authors highlight the transnational dimensions of counterterrorism and counterinsurgency in Africa and reveal the roles played by African states and regional organisations in the global war on terror. Second, the volume critically evaluates the emerging regional architectures of countering terrorism, insurgency, and organised violence on the continent through the African Union Counterterrorism Framework (AU-CTF) and Regional Security Complexes (RSC). Third, the book sheds light on the counterterrorism and counterinsurgency (CT-COIN) structures and mechanisms established by specific African states to contain, degrade, and eliminate terrorism, insurgency, and organised violence on the continent, particularly the successes, constraints, and challenges of the emerging CT-COIN mechanisms. Finally, the volume highlights the entry of non-state actors – such as civil society, volunteer groups, private security companies, and defence contractors – into the theatre of counterterrorism and counterinsurgency in Africa through volunteerism, community support for state-led CT-COIN Operations, and civil-military cooperation (CIMIC). This book illustrates the role that Private Security Companies (PSC) with ‘Chinese characteristics’ play in protecting people and property associated with the Belt and Road Initiative (BRI). The revival of the ancient Silk Road economic “belt,” combined with the 21st Century sea lanes of communication known as the “road,” is intended to enhance global connectivity and increase commercial activity. However, the socio-political risks associated with Chinese outbound direct investments are often overlooked. Terrorism, separatism, kidnapping and other risks are mostly new to Chinese companies, some of which are operating abroad for the first time. Economic globalization and the transnational exploitation of natural resources have increased the need for Chinese-owned PSCs in spite of the disdain for the profession of “a lance for hire.” Due to peculiar geo-strategic and geo-economic features, the “belt” from Central Asia to Pakistan and the “road” from the Somali coast to the Strait of Malacca are characterized by a high level of insecurity. This book examines the evolution, function, problems and prospects of private security companies in the maritime sector. The private security industry continues to evolve after its renaissance over the past few decades, first in Africa, and later in Iraq and Afghanistan. Despite this, little academic work has been done to date on the role of private security in the maritime environment. This lacuna has become more pronounced as the threat of piracy, terrorism, and other acts of maritime political violence have caused littoral states and commercial entities alike to consider the use of private security to mitigate risks.
