The San Francisco Bay Area is in the midst of a housing crisis, which has been exacerbated by the growth of high-income earners, slow housing construction, and a historic transfer of property ownership facilitated by the foreclosure crisis. This has resulted in the rapid displacement of low- and moderate-income communities, particularly those of color. The displacement of these communities is set to accelerate with “the Big One,” an inevitable massive earthquake expected to hit California. Investments in hazard mitigation and disaster response will help to lessen impact, but the reality is that large-scale disasters will cause devastation, especially on low-income communities of color, no matter how much preparation. Knowing that natural disasters are increasing, and that central cities will move to rebuild, what opportunities do disasters present to reshape the post-disaster city of the future, and where do these opportunities create space to advance affordable housing? Through the theories of the “Right to the City” and the “Shock Doctrine,” I explore the political, spatial, and economic opportunities that disasters create within the housing market, the tensions in recovery, and the power dynamics that determine who benefits from disaster resilience. By creating a “blank canvas” on which to develop new uses, facilitating changes in land ownership, and drawing on an influx of institutional funding for development projects, disasters can be catalysts for reshaping the city. I introduce the community land trust (CLT) model as a strategy uniquely suited to use these opportunities to address displacement and encourage wealth building, both today and in post-disaster scenarios. Using cases from CLTs in Houston and the Florida Keys, I examine the opportunities and challenges of CLT post-disaster expansion. I conclude by recommending planning processes for Bay Area cities and communities to pursue in preparation for advancing the right to the post-disaster city.

Great natural disasters are rare, but their aftermath can change the fortunes of a city or region forever. This book and its companion Policy Focus Report identify lessons from different parts of the world to help communities and government leaders better organize for recovery after future disasters. The authors consider the processes and outcomes of community recovery and reconstruction following major disasters in six countries: China, New Zealand, India, Indonesia, Japan, and the United States. Post-disaster reconstruction offers opportunities to improve construction and design standards, renew infrastructure, create new land use arrangements, reinvent economies, and improve governance. If done well, reconstruction can help break the cycle of disaster-related impacts and losses, and improve the resilience of a city or region.

In the devastation that follows a major disaster, there is a need for multiple sectors to unite and devote new resources to support the rebuilding of infrastructure, the provision of health and social services, the restoration of care delivery systems, and other critical recovery needs. In some cases, billions of dollars from public, private and charitable sources are invested to help communities recover. National rhetoric often characterizes these efforts as a "return to normal." But for many American communities, pre-disaster conditions are far from optimal. Large segments of the U.S. population suffer from preventable health problems, experience inequitable access to services, and rely on overburdened health systems. A return to pre-event conditions in such cases may be short-sighted given the high costs - both economic and social - of poor health. Instead, it is important to understand that the disaster recovery process offers a series of unique and valuable opportunities to improve on the status quo. Capitalizing on these opportunities can advance the long-term health, resilience, and sustainability of communities - thereby better preparing them for future challenges. Healthy, Resilient, and Sustainable Communities After Disasters identifies and recommends recovery practices and novel programs most likely to impact overall community public health and contribute to resiliency for future incidents. This book makes the case that disaster recovery should be guided by a healthy community vision, where health considerations are integrated into all aspects of recovery planning before and after a disaster, and funding streams are leveraged in a coordinated manner and applied to health improvement priorities in order to meet human recovery needs and create healthy built and natural environments. Two and a half years after the devastation of Hurricanes Katrina and Rita, New Orleans and south Louisiana continue to struggle in an unsettled gumbo of environmental, social, and rebuilding chaos. Citizens await the fruition of four successive recovery and reconstruction planning processes and the realization of essential infrastructure repairs. Repopulation in Orleans Parish has slowed considerably; the parish remains at best two-thirds of its former size; thousands of former residents who wish to return face barriers of many kinds. Heroic efforts at rebuilding have occurred through the efforts of individual neighborhood associations and voluntary associations who have attempted to address serious losses in affordable housing and health care services. Walking to New Orleans traces how a dominant but paradoxical model of the relation between the human and natural worlds in Western culture has informed many environmental and engineering dilemmas and has contributed to the history of social inequities and injustice that anteceded the disasters of the hurricanes and subsequent flooding. It proposes a model for collaborative recovery that links principles of ethics and engineering, in which citizens become active, ongoing participants in the process of the reconstruction and redesign of their unique locus of habitation. Equally important, it gives voice to the citizens and associations who are desperately working to rebuild their homes and lives both in urban New Orleans and in the villages of coastal Louisiana.

The economic prosperity and the well-being of our nation's communities depend on the reliable functioning of critical infrastructures: transportation, banking and finance, information and communications, water supply systems, emergency services, and especially energy (electric power, oil, and natural gas). In the new economy, these infrastructures are increasingly reliant on information technologies and are strongly affected by restructuring and other market forces. They are much more heavily interconnected than ever before, and disruptions in one system can have significant adverse consequences, both locally and regionally. Communities often are not well prepared to deal with widespread infrastructure failures, which could become commonplace in the new millennium. This report, prepared on behalf of the partnership, is a first-of-a-kind effort to compile this type of information on the electric power system in a form that municipal governments can use and adapt to local conditions. ComEd and Harza Engineering Company have provided valuable support for this effort. Argonne National Laboratory's Infrastructure Assurance Center compiled and integrated the planning information.

This book advances new research directions that explore the emotional and affective dimensions of development. Going beyond merely placing emotion and/or affect as the objects of study, it examines ‘development’ in fresh ways through analysis of its affective dimensions. Affect and emotions are complicit in the structural conditions that sustain material and social inequalities and deprivations, and critical to the potential for disruption and transformation. The chapters in this volume demonstrate how affect and emotions enrich understandings of, or rethink power configurations in development while being attentive to forces of destabilization and creativity. They unravel the subtleties of power in development from micro to macro scales, enhance the understanding of development as an inherently political process, and highlight the possibilities for resistance and transformation. The book introduces new lines of enquiry to understand power in development theory and practice, grounded in rich empirical research from across Asia and Australia and will be a valuable resource for students and researchers of anthropology, third world studies, development studies and development theory. Louisiana faced a major tropical catastrophe in the 21st century, and experiences the fastest rising sea level. Weather specialists, including those concentrating on sea level rise acknowledge that what the state of Louisiana experiences is likely to happen to many more, and not necessarily restricted to coastal states. This book asks and attempts to answer what Louisiana public officials, scientists/engineers, and those from outside of the state who have been called in to help, have done to achieve resilient recovery. How well have these efforts fared to achieve their goals? What might these efforts offer as lessons for those states that will be likely to experience enhanced extreme weather? Can the challenges of inequality be truly addressed in recovery and resilience?
