This book provides practical policy recommendations that are useful for developing Asia and for accelerating poverty reduction plans in the rest of the world. Poverty reduction in all its forms remains one of the greatest challenges facing humanity. In developing Asia, rapid growth in countries and sub-regions such as China, India, and Southeast Asia has lifted millions out of poverty, but progress has been uneven. On the other hand, the current coronavirus (COVID-19) pandemic and the global economic recession that it has caused are pushing millions of people back into poverty. Poverty reduction, inclusive growth, and sustainable development are inseparable, and poverty reduction is the premise for sustainable development. The Sustainable Development Goals (SDGs) are a bold commitment to finish what we started and end poverty in all forms and dimensions by 2030. However, because of the current global recession, the world is not on track to end poverty by 2030. Given the aforementioned situation, if we plan to achieve the no-poverty target in line with the SDGs, governments need to reconsider their policies and economies need to allocate their resources for this aim. Owing to the importance of the topic, this book provides several thematic and empirical studies on the roles of small and medium-sized enterprises, local businesses and trusts, international remittances and microfinance, energy security and energy efficiency in poverty reduction, and inclusive growth.

This book looks at the major policy challenges facing developing Asia and how the region sustains rapid economic growth to reduce multidimensional poverty through socially inclusive and environmentally sustainable measures. Asia is facing many challenges arising from population growth, rapid urbanization, provision of services, climate change and the need to redress declining growth after the global financial crisis. This book examines poverty and related issues and aims to advance the development of new tools and measurement of multidimensional poverty and poverty reduction policy analysis. On 28-30 September 2009, the Asian Development Bank, the governments of the People's Republic of China and Viet Nam, and the ASEAN Secretariat jointly organized a high-level Asia-wide conference in Ha Noi on the social and environmental impact of the global economic crisis on Asia and the Pacific, especially on the poor and vulnerable. The conference also served as the 3rd China-ASEAN Forum on Social Development and Poverty Reduction and as the 4th ASEAN+3 High-Level Seminar on Poverty Reduction. It was supported by various development partners. This book features selected papers from the Ha Noi conference. It is designed with the needs of policy makers in mind, utilizing field, country, and thematic background studies to cover a large number of countries and cases.

While Asia’s growth record in recent decades is remarkable, it has been marred by rising inequalities. This book looks at recent trends of income and non-income inequalities in developing Asian countries, discusses their underlying driving forces, and examines key policy issues that need to be addressed to ensure that the benefits of growth will be more equitably shared in Asia. The book also presents a set of country studies that provide rich information on growth, poverty and inequality dynamics and the policy challenges that arise in marching toward inclusive growth.

Asia’s rapid economic growth has led to a significant reduction in extreme poverty, but accompanied by rising inequality. This book deals with three questions: What have been the trends of inequality in Asia and the Pacific? What are the key drivers of rising inequality in the region? How should Asian countries respond to the rising inequality? Technological change, globalization, and market-oriented reform have been the key drivers of Asia’s remarkable growth and poverty reduction, but they have also had significant distribution consequences. The international community has come together to pursue certain fundamental, common goals over the coming period to 2030 to make progress toward ending poverty and hunger, improving social and economic well-being, preserving the environment and combating climate change, and maintaining peace. The Sustainable Development Goals (SDGs) have been agreed to by states, which have in turn adopted national targets and action plans. This volume studies the governance and implementation of these goals in Southeast Asia, in particular the difficulties in the shift from the international to the national, the multi-level challenges of implementation, and the involvement of stakeholders, civil society, and citizens in the process. Contributors to this volume are scholars from across Southeast Asia who research these issues in developing (Cambodia, Laos, Myanmar), middle-income (Indonesia, Malaysia, Philippines, Thailand, Vietnam), and developed countries (Brunei, Singapore) in the region. The perspectives on governance and the SDGs emerge from the fields of political science, international relations, geography, economics, law, health, and the natural sciences.

The aim of this report is to present an overview of the 17 Goals using data currently available to highlight the most significant gaps and challenges.

This publication summarizes the papers and presentations in Workshops on Economics of Infrastructure in a Globalized World, funded by the Asian Development Bank through a regional technical assistance project. The discussions at the conferences focused on three themes: (i) the role of infrastructure in supporting inclusive growth and poverty reduction; (ii) the need for appropriate soft infrastructure, including the policy environment and regulatory institutions; and (iii) the potential for public and private partnerships in infrastructure provision. Each theme elaborates the premise that extensive, efficient infrastructure services are essential drivers of economic growth and sustainable poverty reduction.
