This is a revised and enlarged edition of report 30 proposing a new Code of Substantive Criminal Law for Canada. The proposed Criminal Code expresses the essential principles of criminal law and rules of general application. It defines most of the crimes of concern to a modern industrialized society. At the same time, it drops archaic provisions but addresses modern day social problems like pollution and terrorism. Title I is the general part containing rules of general application; Title II contains most of the crimes against the person; Title III enumerates most of the crimes against property; Title IV lists crimes against the natural order; Title V deals with crimes against the social order; and Title VI encompasses crimes against the governmental order.

The proliferation in terrorist activity has provoked an increase in the body of law, both at national and international level, which has sought to counter and prevent it. The bodies involved in this process range from the UN Security Council to government legislatures. This book is the first to address, in one volume, the wide variety of responses to terrorism as they exist in both international and domestic contexts. It also represents the first ever comprehensive collection of documents referring to terrorism which are to be found in the laws of the UK and France as well as in international law. Terrorism and International Law comprises contributions by thirteen well-known authorities in the areas of international, French and UK law, and is divided into four main sections: international cooperation against terrorism, the French and British responses to terrorism, the limits of state action and a documentary supplement. Au courant de l'annee rg6r le mecanisme de protection des droits de l'homme institue par la Convention a, pour la premiere fois, fonctionne dans son integralite. La Commission, la Cour et le Comite des Ministres ont, en effet, exerce les fonctions que leur assigne la Convention. Les juristes suivent, depuis 1955 deja, la jurisprudence de la Commission qui apporte une importante contribution au droit international general. L'annee rg6r leur fournit une plus ample matiere avec le premier arret sur le fond jamais rendu dans le domaine des droits de l'homme par un tribunal international. C'est le rer juillet rg6r que la Cour europeenne des Droits de l'Homme a prononce son arret dans l'affaire Lawless, mettant ainsi fin au litige introduit devant la Commission par un particulier contre son propre gouvernement. A cet arret vient s'ajouter la decision prise dans l'affaire Nielsen par le Comite des Ministres du Conseil de l'Europe le 25 octobre rg6r.
