This book examines attitudes towards democracy in the Federal Republic of Germany. By drawing on extensive survey evidence, it charts Germans’ changing views of the political system prior to and following unification. The study examines four aspects of the political system: how it functions overall, attitudes towards the Basic Law, trust in representative institutions, and views of the European Union. Rather than accepting or rejecting democracy, the research shows how Germans merge shades of criticism and support. In addition, it pinpoints the factors that condition support, showing how it is influenced by durable and changeable stimuli. Overall, the findings challenge suggestions of a crisis of democracy but they also demonstrate that support is particularly low towards aspects of the European Union. This book appeals to readers interested in public opinion and democracy in Germany, along with those interested in the changing relationship between citizens and the state.

Freedom in the World, the Freedom House flagship survey whose findings have been published annually since 1972, is the standard-setting comparative assessment of global political rights and civil liberties. The survey ratings and narrative reports on 195 countries and fifteen territories are used by policymakers, the media, international corporations, civic activists, and human rights defenders to monitor trends in democracy and track improvements and setbacks in freedom worldwide. The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

Citizen Support for Democratic and Autocratic Regimes takes a political-culture perspective on the struggle between democracy and autocracy by examining how these regimes fare in the eyes of their citizens. Taking a globally comparative approach, it studies both the levels as well as the individual- and system-level sources of political support in democracies and autocracies worldwide. The book develops an explanatory model of regime support which includes both individual- and system level determinants and specifies not only the general causal mechanisms and pathways through which these determinants affect regime support but also spells out how these effects might vary between the two types of regimes. It empirically tests its propositions using multi-level structural equation modeling and a comprehensive dataset that combines recent public-opinion data from six cross-national survey projects with aggregate data from various sources for more than 100 democracies and autocracies. It finds that both the levels and individual-level sources of regime support are the same in democracies and autocracies, but that the way in which system-level context factors affect regime support differs between the two types of regimes. The results enhance our understanding of what determines citizen support for fundamentally different regimes, help assessing the present and future stability of democracies and autocracies, and provide clear policy implications to those interested in strengthening support for democracy and/or fostering democratic change in autocracies. A Berlin Republic brings together writings on the new, united Germany by one of their most original and trenchant commentators, Jürgen Habermas. Among other topics, he addresses the consequences of German history, the challenges and perils of the post-Wall era, and Germany's place in contemporary Europe. Here, as in his earlier The Past as Future, Habermas emerges as an inspired analyst of contemporary German political and intellectual life. He repeatedly criticizes recent efforts by historical and political commentators to 'normalize' and, in part, to understate the horrors of modern German history. This book is a collection of contributions by leading scholars on theoretical and contemporary problems of militant democracy. The term 'militant democracy' was first coined in 1937. In a militant democracy preventive measures are aimed, at least in practice, at restricting people who would openly contest and challenge democratic institutions and fundamental preconditions of democracy like secularism - even though such persons act within the existing limits of, and rely on the rights offered by, democracy. In the shadow of the current wars on terrorism, which can also involve rights restrictions, the overlapping though distinct problem of militant democracy seems to be lost, notwithstanding its importance for emerging and established democracies. This volume will be of particular significance outside the German-speaking world, since the bulk of the relevant literature on militant democracy is in the German language. The book is of interest to academics in the field of law, political studies and constitutionalism.

Across the modern era, the traditional stereotype of Germans as authoritarian and subservient has faded, as they have become (mostly) model democrats. This book, for the first time, examines 130 years of history to comprehensively address the central questions of German democratization: How and why did this process occur? What has democracy meant to various Germans? And how stable is their, or indeed anyone's, democracy? Looking at six German regimes across thirteen decades, this study enables you to see how and why some Germans have always chosen to be politically active (even under dictatorships); the enormous range of conceptions of political culture and democracy they have held; and how interactions among various factors undercut or facilitated democracy at different times. Michael L. Hughes also makes clear that recent surges of support for 'populism' and 'authoritarianism' have not come out of nowhere but are inherent in long-standing contestations about democracy and political citizenship. Hughes argues that democracy – in Germany or elsewhere – cannot be a story of adversity overcome which culminates in a happy ending; it is an ongoing, open-ended process whose ultimate outcome remains uncertain.
