The experience of democracy in Turkey since its introduction in 1950 has been bloody, chequered but persistent. The complex cultural and economic stratification of Turkish society, together with its unique geopolitical status, straddling Eastern and Western zones of influence, in part accounts for the turbulence of Turkey's democratic experience. But, as this important new work argues, Turkish democracy has for too long been treated as a sui generis case, and been cut off from theoretical developments in psephology and comparative sociology. The authors seek to redress this, combining cutting-edge theory with in-depth empirical research to address the key issues in contemporary Turkish politics: the rise of democratic Islamist parties, and the implications of their ascendancy for political stability and democratic governance. Based on many previously unused sources from Ottoman and British archives, Governing the Frontiers in the Ottoman Empire offers a micro-history to understand the nineteenth century Ottoman reforms on the eastern frontiers. By examining the administrative, military and fiscal transformation of Muş, a multi-ethnic, multi-religious sub-province in the Ottoman East, it shows how the reforms were not top-down and were shaped according to local particularities. The book also provides a story of the notables, tribes and peasants of a frontier region. Focusing on the relations between state-notables, notables-tribes, notables-peasants and finally tribes-peasants, the book shows both the causes of contention and collaborations between the parties.

In 1807 the reformist Sultan Selim III was overthrown in a palace coup enacted by the elite special forces of the day-the Janissaries. The Ottomans were bankrupt and had been forced to make peace with Napoleon after Austerlitz, but it was Selim III's efforts to reform an empire that had suffered successive military defeats, and to reform along the lines of modern principles-with an end to the privileged 'feudal' position of many in elite Ottoman civil-military society-which sealed his fate. This book seeks to situate Turkey's reactionary revolutions of 1807 into a wider European context, that of the French Revolution and the outbreaks of revolutionary activity in the German states, Britain and the US. The Ottoman Empire was an interconnected and crucial part of this early-modern world, and therefore, Aysel Yildiz argues, must be analyzed in relation to its European rivals. Focusing on the uprising, and the socio-economic and political conditions which caused it, this book re-orientates Ottoman history towards Western Europe, and re-situates the late-Ottoman Empire as a key battle-ground of political ideas in the modern era.

The Ottomans ruled much of the Arab World for four centuries. Bruce Masters's work surveys this period, emphasizing the cultural and social changes that occurred against the backdrop of the political realities that Arabs experienced as subjects of the Ottoman sultans. The persistence of Ottoman rule over a vast area for several centuries required that some Arabs collaborate in the imperial enterprise. Masters highlights the role of two social classes that made the empire successful: the Sunni Muslim religious scholars, the ulama, and the urban notables, the acyan. Both groups identified with the Ottoman sultanate and were its firmest backers, although for different reasons. The ulama legitimated the Ottoman state as a righteous Muslim sultanate, while the acyan emerged as the dominant political and economic class in most Arab cities due to their connections to the regime. Together, the two helped to maintain the empire.

Blending micro and macro approaches, the volume covers topics from the sixteenth to twentieth centuries related to the Ottoman military and warfare, biography and intellectual history, and inter-imperial and cross-cultural relations.

In A History of Ottoman Political Thought up to the Early Nineteenth Century, Marinos Sariyannis offers a survey of Ottoman political texts, examined in a book-length study for the first time. From the last glimpses of gazi ideology and the first instances of Persian political philosophy in the fifteenth century until the apologists of Western-style military reform in the early nineteenth century, the author studies a multitude of theories and views, focusing on an identification of ideological trends rather than a simple enumeration of texts and authors. At the same time, the book offers analytical summaries of texts otherwise difficult to find in English.

An essential study of parliamentary politics in postwar Iraq and Syria, before the consolidation of authoritarian rule under the Ba’th Party When Parliaments Ruled the Middle East explores three main interrelated issues to clarify what happened between 1946 and 1963 in Iraq and Syria: how and why a parliamentary system prevailed in both countries in the aftermath of the Second World War; what social effects this system triggered, and, in turn, how these changes affected the system; and finally, why the elites in both countries were unable to overcome the unrest that brought an end to both a liberal era and to a certain kind of political game. Drawing on a vast array of sources and rich archival research in French, English, and Arabic, Matthieu Rey highlights the processes of the parliamentary system in the modern era, which are very common to post-independence countries and to any representative regime. He tackles the intersection of multifaceted political phenomena that were present in that moment in Iraq and Syria, including regular elections, the implementation of emergency law, the freedom of the press, the open expression of opinions, the formation of new political parties, frequent military coups, and the joint exercise of power by members of the old classes and reformist newcomers. Treating this period as neither an epilogue of the liberal order nor a prelude to authoritarianism, and stressing the contingent, improvisatory aspects of political history, Rey fundamentally questions the transitional nature of the period and in doing so proposes new ways and tools of examining it.
