Synopsis Phnom Penh Water Story by : Asit K. Biswas
This book analyses how a water utility from a developing country, Phnom Penh Water Supply Authority, that was totally dysfunctional, corruption-ridden and literally bankrupt in 1993, became one of the most successful water utilities of the developing world in only about 15 years. By 2010, some of the performance indicators of this public sector utility were even better than London, Paris or Los Angeles. The book further analyses the enabling conditions that made this remarkable transformation possible. Based on this analysis, a framework is recommended for water utilities from developing countries so that they can also be transformed into functional, efficient, equitable and financially viable institutions on a sustainable basis.

Synopsis Water Security Under Climate Change by : Asit K. Biswas
This book highlights the likely impacts of climate change in terms of global and national water securities, how different countries are attempting to address these complex problems and to what extent they are likely to succeed. A major global concern at present, especially after the social and economic havoc that has been caused by COVID-19 in only one year, is how we can return to earlier levels of economic development patterns and then further improve the process so that sustainable development goals are reached to the extent possible by 2030, in both developed and developing countries. Mankind is now facing two existential problems over the next several decades. These are climate change and whether the world will have access to enough water to meet all its food, energy, environment and health needs. Much of expected climate change impacts can be seen through the lens of extreme hydrological events, like droughts, floods and other extreme hydrometeorological events. Synopsis Troubling the Water by : Seiff Abby Seiff
In this intimate account of one of the world's most productive inland fisheries, Troubling the Water explores how the rapid destruction of a single lake in Cambodia is upending the lives of millions. The abundance of Cambodia's Tonle Sap Lake helped grow the country for millenia and gave rise to the Kingdom of Angkor. Fed by the rich, mud-colored waters of the powerful Mekong River, the lake owes its vast bounty to an ecological miracle that has captivated poets, artisans, and explorers throughout history. But today, the lake is dying. Hydropower dams hold back billions of gallons of water and disrupt critical fish migration paths. On the lake, illegal fishing abetted by corruption is now unstoppable. A fast-changing climate, meanwhile, has seen a string of devastating droughts. Troubling the Water follows ordinary Cambodians coping with the rapid erasure of a long-held way of life. Drawing on years of reporting in Cambodia, Abby Seiff traces the changes on the Tonle Sap--weaving together vivid stories of those most affected with sharp insight into one of the most threatened lakes in the world. For the millions who depend on it, the stakes couldn't be higher.

Synopsis Off-Grid Water Supply by : Pawan K. Sachdeva
This book highlights unique and deeper insights into the operations of off-grid water supply business models and the policy implications that they raise. The two key research questions of the report are as follows: 1) What is the efficacy and sustainability of the off-grid model of safe water availability and/or delivery to consumers who don’t have piped water supply? 2) What are the key policy considerations for planning a successful off-grid model of safe water delivery? Through the Four-Domain Framework, this book does the gap analysis of the physical, operational, financial, and institutional domains of the few off-grid water operators in cross-country case studies. It also includes a detailed financial analysis of the capital costs as well as operations and maintenance costs of the different off-grid water supply models compared to some of the piped water supply models. The final discusses the need to acknowledge off-grid water solutions in urban water policies, especially for the economically weaker sections. The universal coverage of all by the piped water is an ultimate goal of any water policy; however, in the interim, there is a need to put more emphasis on off-grid water solutions.

Synopsis Urban Water Demand Management by : Corinne Ong
This open access book highlights knowledge and expertise in Urban Water Demand Management (WDM) in ASEAN through comprehensive literature review and analysis, as well as stakeholder consultations. It documents urban WDM policies, initiatives, and practices that have demonstrated effective implementation outcomes across various contexts and which are expected to be relevant for cities in ASEAN. A WDM typology developed for this book identifies four key WDM measures, namely: water losses, economic instruments, non-price mechanisms, and alternative water reuse systems in the ASEAN context. Case illustrations of their effective implementation in different ASEAN cities are also included.

Synopsis Water Governance by : Asanga Gunawansa
ÔEnsuring that everybody has access to drinking water, sanitation and enough nutritious food, which depends on water to grow it, are prerequisites for a healthy life. Water management is not just about the technical aspects of water supply and sanitation. It is equally about our water governance systems, including policies, regulation and societal perception of water rights. This book presents many helpful examples of how different societies are dealing with these issues and of the performance of public and private sector players in this important arena.Õ Ð Colin Chartres, International Water Management Institute (IWMI), Colombo, Sri Lanka ÔI congratulate the Institute of Water Policy, the two editors and the contributors for a very thoughtful book on urban water governance. Our objective is to deliver sustainable water and sanitation services to our people. This book contains useful lessons on how to achieve that objective.Õ Ð Tommy Koh, Chairman, Governing Council, Asia-Pacific Water Forum This insightful book explores urban water governance challenges in different parts of the world and highlights the advantages and disadvantages of publicly run, privatized, and publicÐprivate partnership managed water facilities. The contributors expertly discuss various types of public and private water governance architectures as well as identifying the trends, challenges, opportunities and the shifts in perceptions with regard to the provision of water supply services. Many chapters are dedicated to analyzing the urban water supply scenarios in selected countries, with specific focus on legal, policy and institutional frameworks. The study reveals that while private sector participation has been largely promoted by multilateral institutions as part of institutional and financial reforms, ultimately governments bear the major responsibility for provision of water supply services either as Ôservice providerÕ or as Ôregulator and policy-makerÕ. Containing a detailed overview and analysis of the global urban water supply sector, this timely compendium will strongly appeal to academics, researchers and university students following water-related courses. Water sector professionals, water regulators and public officers as well as managers and researchers employed by private sector water operators will also find plenty of invaluable information in this important book.

Synopsis The Handbook of Contemporary Cambodia by : Katherine Brickell
Offering a comprehensive overview of the current situation in the country, The Handbook of Contemporary Cambodia provides a broad coverage of social, cultural, political and economic development within both rural and urban contexts during the last decade. A detailed introduction places Cambodia within its global and regional frame, and the handbook is then divided into five thematic sections: Political and Economic Tensions Rural Developments Urban Conflicts Social Processes Cultural Currents The first section looks at the major political implications and tensions that have occurred in Cambodia, as well as the changing parameters of its economic profile. The handbook then highlights the major developments that are unfolding within the rural sphere, before moving on to consider how cities in Cambodia, and particularly Phnom Penh, have become primary sites of change. The fourth section covers the major processes that have shaped social understandings of the country, and how Cambodians have come to understand themselves in relation to each other and the outside world. Section five analyses the cultural dimensions of Cambodia’s current experience, and how identity comes into contact with and responds to other cultural themes. Bringing together a team of leading scholars on Cambodia, the handbook presents an understanding of how sociocultural and political economic processes in the country have evolved. It is a cutting edge and interdisciplinary resource for scholars and students of Southeast Asian Studies, as well as policymakers, sociologists and political scientists with an interest in contemporary Cambodia.

Synopsis The Challenge Of Making Cities Liveable In East Asia by : John Wong
The rate of urbanisation will accelerate in the years ahead. The massive influx of people to cities will result in the demand for more services, expending more resources and generating more waste. The forces of globalisation and better connectivity will hasten this urbanisation process. Although the developed and developing countries in East Asia are at different stages of development, they have to grapple with the common challenge of improving the quality of life for urban residents and making cities liveable. This book brings together a collection of articles that traces the process of urbanisation in selected countries in East Asia, including the achievements and challenges encountered. It seeks to promote the sharing of best practices and experiences that can be a reference for governments and relevant stakeholders to facilitate the process of urbanisation that brings about the greatest benefits to residents and lessens the negative impact on the environment.
