Trong thời buổi kinh tế thị trường phát triển, các tổ chức kinh tế ở mọi loại hình quy mô lớn, vừa và nhỏ xuất hiện ngày càng nhiều kéo theo nhu cầu về tài chính tiền tệ ngày càng tăng cao. Để đáp ứng nhu cầu đó, hệ thống tài chính ở Việt Nam cũng ngày càng phát triển và hoàn thiện hơn. Đặc biệt, hệ thống các tổ chức tín dụng cũng phát triển và sớm ghi nhậnh niều hình thức cung ứng tiền tệ cho các đối tượng khác nhau trong thị trường tiền tệ. Trong đó, hoạt động chiết khấu giấy tờ có giá là một trong những hoạt động đem lại nhiều hiệu quả nhất hiện nay. Mặc dù mới được ghi nhận trong Luật Tổ chức tín dụng 1997 cho tới Luật Tổ chức tín dụng 2010. Tuy nhiên, hình thức này đã thể hiện được những hiệu quả nhất định trong quá trình áp dụng trên thực tế. Để hiểu rõ hơn về hình thức này, em xin phép chọn đề bài số 6“Phân tích cơ sở pháp lý của hoạt động chiết khâu giấy tờ có giá và những vấn đề pháp lý phát sinh trong quá trình chiết khấu giấy tờ có giá do tổ chức tín dụng thực hiện trong năm 2015” làm đề bài cho bài tập lớn học kỳ của mình.
