Faced with intensified ecological crisis, the Chinese government has sought policy interventions to reverse its forest degradation. Among the policy instruments is the Payment for Ecosystem Services (PES) that aims to transform the pattern of traditional forest management and protection and to encourage forest sustainable use by financial incentive. This book provides a policy evaluation on the payment schemes for forest ecosystem services in China. It examines PES schemes with respect to ecological effectiveness, economic and livelihood impacts, participation of local people, and the interlinkages with forest tenure reform. The evaluation is based on different cases across China's main forested regions. The implementation of payment schemes in China shows improvements in forest management and protection and an incentive-based governance method is employed instead of 'command and control'. New forest use practices are also created to couple local livelihood requirements with ecological conservation. In addition, local farmers are more and more involved in the implementation of payment schemes. Providing a comprehensive assessment of payment policies for ecosystem services in China, this book will be of great interest to policy-makers and government advisers in China, international donor agencies, and academics and students with an interest in PES and forest governance.

Synopsis Local Environmental Politics in China by : Genia Kostka
Knowledge and insight in national environmental governance in China is widespread. However, increasingly it has been acknowledged that the major problems in guiding the Chinese economy and society towards sustainability are to be found at the local level. This book illuminates the fast-changing dynamics of local environmental politics in China, a topic only marginally addressed in the literature. In the course of building up an institutional framework for environmental governance over the last decade, local actors have generated a variety of policy innovations and experiments. In large measure these are creative responses to two main challenges associated with translating national environmental policies into local realities. The first such challenge is apolicy implementation gap stemming from the absence of the state capacity necessary to the implementation of environmental measures. The second challenge refers to the need for local non-state actors to engage in environmental management; oftentimes such aparticipation gap contributes to implementation failures. In recent years, we have seen a multitude of initiatives within China at the provincial level and below designed to bridge bothgaps. Hence, the central aim of this book is to assess these experiments and innovations in local environmental politics.This book was originally published as a special issue of the Journal of Environmental Policy and Planning.

Plantation forests often have a negative image. They are typically assumed to be poor substitutes for natural forests, particularly in terms of biodiversity conservation, carbon storage, provision of clean drinking water and other non-timber goods and services. Often they are monocultures that do not appear to invite people for recreation and other direct uses. Yet as this book clearly shows, they can play a vital role in the provision of ecosystem services, when compared to agriculture and other forms of land use or when natural forests have been degraded. This is the first book to examine explicitly the non-timber goods and services provided by plantation forests, including soil, water and biodiversity conservation, as well as carbon sequestration and the provision of local livelihoods. The authors show that, if we require a higher provision of ecosystem goods and services from both temperate and tropical plantations, new approaches to their management are required. These include policies, methods for valuing the services, the practices of small landholders, landscape approaches to optimise delivery of goods and services, and technical issues about how to achieve suitable solutions at the scale of forest stands. While providing original theoretical insights, the book also gives guidance for plantation managers, policy-makers, conservation practitioners and community advocates, who seek to promote or strengthen the multiple-use of forest plantations for improved benefits for society. Synopsis Fresh Tracks in the Forest: Assessing Incipient Payments for Environmental Services Initiatives in Bolivia by : Nina Robertson
Payments for Environmental Services (PES) are being considered worldwide with great interest and expectation. Proposals to create agreements in which beneficiaries of environmental services pay landowners directly for the provision or protection of these services are innovative and promising. But what real PES experiences are actually out there? This work assesses a range of PES or PES-type experiences in one country, Bolivia, in the fields of carbon sequestration, protection of watershed services, biodiversity and aesthetic landscape values. The report concludes that while none of the generally young initiatives adhere fully to the principle of PES as developed in the theoretical literature, many experiment with some of the relevant PES mechanisms. Protection of watersheds and landscape values are the most common types, though the implementing intermediaries often have underlying biodiversity-protection goals. Main obstacles to PES implementation include ideological resistance against the PES concept, the difficulty of building trust between buyers and sellers, and limited willingness to pay on behalf of service users. During their relatively short lifetime, basically all initiatives had been successful in making service sellers (PES recipients) better off in economic terms, while the effectiveness in achieving environmental objectives and securing positive social impacts so far remained more variable. In some cases, redesigning these initiatives to bring them closer to the full PES principles could also enable them to more effectively achieve positive environmental and livelihood outcomes.
