Water sustenance and management are central development challenges facing Pakistan today. This book presents the first comprehensive assessment of water resources in Pakistan including surface water resources and groundwater resources. It gives a detailed overview of issues and challenges related to water which have not been adequately addressed e.g. water resource vulnerability to climate change, groundwater depletion and contamination, and water governance etc. It includes a collection and compilation of unpublished and scattered data from the archives and repositories of various national institutions and organization. Given the literature dearth, this book will not only be a comprehensive assessment of water resources in Pakistan but can also can as outstanding textbook on water resource management in Pakistan. It will attract a great range of readership including water specialists, researchers, undergraduate and post graduate students and policy makers from Pakistan as well as from overseas.

This study, Indus basin of Pakistan: the impacts of climate risks on water and agriculture was undertaken at a pivotal time in the region. The weak summer monsoon in 2009 created drought conditions throughout the country. This followed an already tenuous situation for many rural households faced with high fuel and fertilizer costs and the impacts of rising global food prices. Then catastrophic monsoon flooding in 2010 affected over 20 million people, devastating their housing, infrastructure, and crops. Damages from this single flood event were estimated at US dollar 10 billion, half of which were losses in the agriculture sector. Notwithstanding the debate as to whether these observed extremes are evidence of climate change, an investigation is needed regarding the extent to which the country is resilient to these shocks. It is thus timely, if not critical, to focus on climate risks for water, agriculture, and food security in the Indus basin of Pakistan.

While policy makers, media, and the international community focus their attention on Pakistan’s ongoing security challenges, the potential of the rural economy, and particularly the agricultural sector, to improve Pakistanis’ well-being is being neglected. Agriculture is crucial to Pakistan’s economy. Almost half of the country’s labor force works in the agricultural sector, which produces food and inputs for industry (such as cotton for textiles) and accounts for over a third of Pakistan’s total export earnings. Equally important are nonfarm economic activities in rural areas, such as retail sales in small village shops, transportation services, and education and health services in local schools and clinics. Rural nonfarm activities account for between 40 and 57 percent of total rural household income. Their large share of income means that the agricultural sector and the rural nonfarm economy have vital roles to play in promoting growth and reducing poverty in Pakistan.

This book highlights various challenges and opportunities for water management and cooperation in South Asia. In light of increasing urbanization and development in the region and related pressure on water resources, the contributions investigate water conflictual and cooperative attitudes and gestures between countries and regions; analyse management trade-offs between nature, agriculture and urban uses; and examine water sustainable management and related policies. By studying major river basins in the region, such as Indus, Ganges, Brahmaputra, Narmada, Godavari and Krishna, the chapters highlight socio-economic, infrastructural, environmental and institutional aspects of water scarcity in South Asia and present best practices for improved sustainable water management and security in the region.

The harm to Pakistanis’ health, economy, and environment from urban air pollution is among the highest in South Asia, exceeding several high-profile causes of mortality and morbidity in Pakistan. This report details a broad spectrum of research on Pakistan’s air quality management challenges and presents concrete steps to achieve improvements.

The prosperity and national security of the United States depend directly on the prosperity and stability of both partner and competing countries around the world. Today, U.S. interests are under rising pressure from water scarcity, extreme weather events and water-driven ecological change in key geographies of strategic interest to the U.S. Those water-driven stresses are undermining economic productivity, weakening governance systems and fraying social cohesion in scores of countries and, in the process, undermining the vitality of rural livelihoods, fostering local and ethnic conflicts, driving broad migratory movements and contributing to the growth of insurgencies and terrorist networks. While the U.S. intelligence community has steadily expanded natural resource concerns in their global threat analyses, our overseas development assistance remains locked into provision of water and hygienic services rather than responding to the full sweep of global water challenges including governance and policy failures, growing conflicts over water and the need for promoting sustainable transboundary water arrangements in partner countries. A fundamental departure from the past is urgently needed. Based on 18 case studies, Water, Security and U.S. Foreign Policy provides an analytical framework to help policy makers, scholars and researchers studying the intersection of U.S. foreign policy with the environment and sustainability issues, interpret the impacts of water-driven social disruptions on the stability of partner governments and U.S. interests abroad. The book also delivers specific recommendations to reorient U.S. development and diplomatic engagements that can forestall and prevent social disruptions and ensuing threats to U.S. prosperity and national security.
