This publication evaluates water security in Mongolia and provides analyses based from other documents and studies for a multidimensional overview of the country's water resources system and management. It recommends a path forward based on integrated water resources management as well as national and local institutional development, through a targeted investment program. The assessment is adapted from the analytical framework introduced in the Asian Water Development Outlook, a series of reports produced by the Asian Development Bank and the Asia–Pacific Water Forum.

This revised, updated textbook presents a systems approach to the planning, management, and operation of water resources infrastructure in the environment. Previously published in 2005 by UNESCO and Deltares (Delft Hydraulics at the time), this new edition, written again with contributions from Jery R. Stedinger, Jozef P. M. Dijkman, and Monique T. Villars, is aimed equally at students and professionals. It introduces readers to the concept of viewing issues involving water resources as a system of multiple interacting components and scales. It offers guidelines for initiating and carrying out water resource system planning and management projects. It introduces alternative optimization, simulation, and statistical methods useful for project identification, design, siting, operation and evaluation and for studying post-planning issues. The authors cover both basin-wide and urban water issues and present ways of identifying and evaluating alternatives for addressing multiple-purpose and multi-objective water quantity and quality management challenges. Reinforced with cases studies, exercises, and media supplements throughout, the text is ideal for upper-level undergraduate and graduate courses in water resource planning and management as well as for practicing planners and engineers in the field.

Mongolia's mining-based economic development and the sustainability of its urban economies depend on both water and energy. The examination of the water energy nexus in two river basins in Mongolia shows that water availability is the binding constraint as energy facilities, mining operations, agriculture, and urban water users compete for scarce water resources. Development of new technologies for efficient water and energy use, introduction of renewable energy options, and water demand management through economic instruments are recommended. However, achieving greater water security requires integration of water resource considerations into energy and mining development decision making, while strengthening the capacity of newly formed river basin organizations.

The grazing of animals on common land and associated property rights were the original basis of the concept of "the tragedy of the commons". Drawing on the classic work of Elinor Ostrom and the readings of political ecology, this book questions the application of exclusive property rights to mobile pastoralism and rangeland resource governance. It argues that this approach inadequately represents property relations in the context of Mongolian pastoralism. The author presents an in-depth exploration and analysis of mobile pastoral production and resource management in Mongolia. The country is widely considered to be a prime example of successful and resilient common pool resource management, but now faces a dilemma as policy advocates attempt to adjust historical pastoralism to a modern property regime framework. The book strengthens understanding of the complex and multilateral considerations involved in natural resource governance and management in a mobile pastoralist context. It considers the implications for common pool resource management and pastoral societies in Africa, Russia and China and includes recommendations for formulating national policy.

This book reviews the concept, contemporary research efforts and the implementation of Integrated Water Resources Management (IWRM). This book provides a first comprehensive legal examination of water rights arrangements and water rights trading in China. Although recent water reform in China has made substantial progress in policy development and practice, how its legal and institutional framework facilitates or hinders the application of tradable water rights remains less addressed in the existing scholarship. Against the backdrop of China’s water reform and the wider international debate in water governance, this book aims to provide an innovative approach to the complex issue of water governance by critically analysing the recent legal and policy developments in China towards tradable water rights. It examines the deficiencies of the current systems for water rights arrangements and trading, explores how China may learn from and build on the international trends in water rights trading practice (mainly Australia and the US), and proposes legal and policy frameworks for defining and administering tradable water rights in China that underpin sustainable water use in the face of exacerbated water scarcity, variability, and uncertainty. All in all, the book proposes pragmatic strategies for China’s water law and policy reform to move towards tradable water rights, which encompasses a comprehensive prescription from initialising and defining tradable water rights to administering water rights and trading. By reflecting on the deepening water reforms in both China and other jurisdictions, the book aims to contribute to the international water governance debate by exploring from a legal and policy perspective, how China, comparative to other cases around the world, can find a balanced combination of water allocation mechanisms to address its water challenges.
