This report provides an overview of the tribal transit planning process and detailed guidance about the various steps for planning and implementing a tribal transit system. The steps that are described may be used for planning a new transit system, enhancing an existing service, or taking action to sustain services. While the guidebook is primarily aimed at tribal transit planners, it will also be of interest to tribal transportation planners and liaisons at all levels of government. In the research effort, data were collected from 67 tribes during Phase 1 and more detailed information was collected from 48 tribes during Phase 2. Fifteen tribes were visited for the development of case studies. Data were collected regarding the type of transit services, the size and scope of the transit programs, and funding approaches.

A specific objective of this scan of recent travel surveys is to facilitate the exchange of information among agencies and individuals having an interest in the design and conduct of household and other types of travel surveys. The information contained in this report complements the companion "Travel Survey Manual", published as part of the Travel Model Improvement Program (TMIP). The "Travel Survey Manual" is a reference document describing accepted practices and recent advancements for the most common types of travel surveys. Four purposes guided the development of this scan: to determine the general state-of-the-practice of travel surveys in this country; to identify the types of surveys being conducted, and the frequency of data collection; to compare United States survey practices to travel survey procedures being used in other countries; and, to assess the degree to which emerging state-of-the-art survey techniques are being introduced into practice.

This report provides methods and useful information for conducting effective user surveys at airports. The guidebook introduces the basic concepts of survey sampling and the steps involved in planning and implementing a survey; describes the different types of airport user surveys; and provides guidance on how to design a survey and analyze its results. This guidebook will be of value to airport operators, planners, designers, and other takeholders that need to survey airport users to obtain useful information to plan and operate their facilities appropriately and efficiently. Airport facilities can include all aspects of airport terminal buildings, parking lot operations, surface transportation, food and retail services, and employee accommodations, among others.
