This book is about older women’s strength, freedom, tenacity, determination, resilience, independence, social and political involvement and, in particular, it is about re-imagining ageing. Older women represent the great majority of older people. The book describes instances of age and gender discrimination and examples of social inclusion and protagonism of older women in Europe. It solicits a change in perspective, focusing on the necessary societal changes to make space to older people and older women in particular. How is society going to address age and gender discrimination in social and institutional settings? How should work settings change to effectively make space to older workers and in particular older women? How should the pension system change? How could public health systems could provide effective care to older people and be sustainable? This edited collection focuses on older women’s rights rather than their needs, adopting a human rights based approach. Preservation of older women’s dignity, autonomy and security is its central topic, that is, ensuring that their rights are recognised. Compared to other regions, Europe and Central Asia are by far the oldest. Moreover, population aging is set to accelerate further over the coming decades as large segments turn old. Additionally, some countries such as Russia and certain Eastern European countries are facing a shrinkage of their population. Against this backdrop, this report investigates what stands in the way of societies reaping the full benefits of increased longevity--that is, longer lives and potentially prolonged payoffs from human capital--and what can help to mitigate the possible negative impacts of a smaller and older workforce. Beginning with a focus on demographic trends, the report puts the rapid decline in fertility and contrasting migration trends in the region in a historical perspective and looks forward to the varying paths that population change may follow in the region. In the context of ageing populations, increasing participation of women in the labour market, growing marketisation of care provision, and, most importantly, global inequalities, racialised care workers have come to fulfil a key role within older-age care in western European societies. This book presents a gendered political economy of migrant and minority ethnic care workers’ experiences in older-age care in London, Paris and Madrid. Its cross-national comparative approach allows for a differentiated analysis of the workings of migration, employment and care regimes in three capital cities, with similarly segmented care sectors, yet diverse policies and implications for care workers. Sahraoui provides a novel perspective that advances debates on the ethics of care by foregrounding the voices of racialised care workers and contributing to feminist moral philosophy. With the demise of large institutions, and increasing demands on families and on domiciliary care, the question of inter-generational relations is seen as a key element in the future of old age.
