Synopsis OECD Public Governance Reviews Reforming ISSSTESON’s Public Procurement for Sustainability by : OECD
This review analyses public procurement policies and practices of ISSSTESON, the institution providing health and pension services to the workers of the State Government of Sonora, Mexico. It benchmarks ISSSTESON practices against the 2015 Recommendation of the Council on Public Procurement to help the institute upgrade its procurement operations and increase efficiency, in a difficult financial environment. It also examines the revenue structure of the Institute and suggests reforms for the pension scheme, which is too generous compared to national and international experience.

Synopsis OECD Integrity Review of Coahuila, Mexico by : OECD
This report provides recommendations to leverage the full potential of Coahuila's Local Anti-corruption System by identifying weaknesses and areas for improvement. It provides a comprehensive assessment of the state's integrity system, analyses efforts made to build a culture of integrity in the state public administration, as well as the extent to which Coahuila's internal control and transparency mechanisms enable effective accountability. Furthermore, the Review focuses on an activity prone to corruption, public procurement. In particular, the report emphasises the risk of implementation gaps, which will need to be addressed to result in real impact for the economy and society. If effective, Coahuila's Local Anti-corruption System has the potential to substantially transform the anti-corruption architecture of the State Government.

Synopsis OECD Integrity Review of Mexico City by : Organisation de coopération et de développement économiques
This report provides an assessment of Mexico City's Local Anticorruption System (LACS). Based on international best practices and the OECD Recommendation on Public Integrity, the report reviews the institutional and co-ordination arrangements of the LACS; its regulatory framework; and the tools, programmes and processes necessary for a strategic approach to public integrity. It provides concrete suggestions for enhancing the design and implementation of the system, including cultivating a culture of integrity in government, the private sector and society; improving internal control and risk management; and upgrading public procurement policies to ensure value for money. If effective, the LACS has the potential not only to improve governance, deter corruption and boost citizen's trust in Mexico City, but also to influence the integrity culture in the country as a whole.
