The COVID-19 pandemic has underscored the need for high-quality data and evidence to address complex policy challenges. This report takes stock of the capacity for evidence-informed decision making (EIDM) and policy evaluation at the centre of government in Lithuania.

This review analyses open government principles and practices in Lithuania with the aim to support the government of Lithuania in its current and future public governance reforms.

This report offers a first global mapping of principles for the good governance of evidence in policy making, as well as standards of evidence from a significant range of OECD countries and international research bodies.

The OECD Centre of Government Review of Brazil offers key recommendations on consolidating the strategic role of the country’s centre of government (CoG) in managing policy priorities and improving outcomes. The review examines the CoG’s roles, mandates, and its co-ordination capacities.

Policy evaluation is a critical element of good governance, as it promotes public accountability and contributes to citizens’ trust in government. Evaluation helps ensure that decisions are rooted in trustworthy evidence and deliver desired outcomes. Drawing on the first significant cross-country survey of policy evaluation practices covering 42 countries, this report offers a systemic analysis of the institutionalisation, quality and use of evaluation across countries and looks at how these three dimensions interrelate.

The OECD Public Governance Review of the Czech Republic identifies priority governance areas for reform in the Czech Republic and offers recommendations to strengthen the effectiveness, agility and responsiveness of the country’s public sector. The review first provides a snapshot on the effectiveness of the public administration and its capacity to address contemporary governance challenges, such as digitalisation and climate change.

This report examines the process for developing the Lithuania’s National Anticorruption Programme (NAPC) for 2022-2033. It assesses the NAPC’s past accomplishments as well as challenges in priority areas, and draws lessons for the coming period.

This report analyses the skills and capacities governments need to strengthen evidence-informed policy-making (EIPM) and identifies a range of possible interventions that are available to foster greater uptake of evidence. Increasing governments’ capacity for evidence-informed is a critical part of good public governance. However, an effective connection between the supply and the demand for evidence in the policy-making process remains elusive. This report offers concrete tools and a set of good practices for how the public sector can support senior officials, experts and advisors working at the political/administrative interface. This support entails investing in capability, opportunity and motivation and through behavioral changes. The report identifies a core skillset for EIPM at the individual level, including the capacity for understanding, obtaining, assessing, using, engaging with stakeholders, and applying evidence, which wasdeveloped in collaboration with the European Commission Joint Research Centre. It also identifies a set of capacities at the organisational level that can be put in place across the machinery of government, throughout the role of interventions, strategies and tools to strengthen these capacities. The report concludes with a set of recommendations to assist governments in building their capacities.

This report outlines good practice principles intended to encourage the incorporation of behavioural perspectives as part of standard policymaking practice in government and governmental organisations.
