Synopsis Equitable Framework and Finance for Extractive-Based Countries in Transition (EFFECT) by : ORGANISATION FOR ECONOMIC CO-OPERATION AND DEVELOPMENT: DEVELOPMENT CENTRE.
How can fossil fuel producers and mineral-rich developing countries design realistic, just and cost-effective low-carbon transition pathways? Taking into account the heterogeneity of low-carbon trajectories, the Equitable Framework and Finance for Extractive-based Countries in Transition (EFFECT) provides options for policy makers, industry and finance institutions in search of the answers. The report aims to help them seize the transformational opportunities linked to sustainable, low-carbon growth. It identifies ways of mitigating the transition's impacts on fossil fuel industries, workers and poor households, and of preventing the risks of high-carbon lock-in and stranded assets. Recognising the shared responsibility of consuming and producing countries in reducing fossil fuel production and use, EFFECT advocates for transformative partnerships for technology transfer, green finance and capacity building. Ultimately, it supports an equitable sharing of the transition's benefits and costs, both across and within countries.

Synopsis OECD Development Policy Tools Methane Abatement in Developing Countries Regulations, Incentives and Finance by : OECD
Global methane emissions are not reducing at the scale and pace needed to limit warming to a level consistent with the Paris-aligned 1.5°C pathways. Global demand for natural gas is growing, and many developing countries plan to monetise their natural gas reserves to enhance energy access, support industrialisation and achieve improved development outcomes. It is therefore urgent to substantially reduce methane emissions in the production and consumption of oil and gas. This report provides recommendations for the design of robust regulatory frameworks on methane abatement in the upstream oil and gas sector. It also sets out the enabling conditions as well as the incentives for deploying cost-effective methane abatement solutions in developing countries producing oil and gas. Recognising the shared responsibility of consuming and producing countries in reducing methane emissions, the report identifies options to finance methane abatement in developing countries in order to move from voluntary commitments to concrete actions.

Synopsis Development Co-operation Report 2024 Tackling Poverty and Inequalities through the Green Transition by : OECD
Faced with multiple priorities, including the imperative of accelerating the global green transition, development co-operation providers are at risk of losing sight of a silent, yet devastating crisis that has been unfolding even before the COVID-19 pandemic: the alarming increase of poverty and inequalities in low and middle-income countries. And yet, not only are ending poverty and reducing inequalities at the core of their mandates, both are also essential to meeting their broader ambitions in terms of sustainable development worldwide. What opportunities – and risks – is the climate priority posing for the fight against poverty and inequality? Can just, green transitions reinvigorate development agendas? How can international development co-operation policy and finance help? Bringing together the latest evidence, data and insights from governments, academia, international organisations and civil society, the OECD Development Co-operation Report 2024 provides policy makers with concrete ways of delivering on their commitments to improve the lives of billions while fostering green, just transitions around the world.

Synopsis Green Finance and Investment Mechanisms to Prevent Carbon Lock-in in Transition Finance by : OECD
Carbon lock-in occurs when high-emission infrastructure or assets continue to be used, despite the possibility of substituting them with low-emission alternatives, thereby delaying or preventing the transition to near-zero or zero-emission alternatives. Transition finance, which focuses on the dynamic transformation and decarbonisation of hard-to-abate sectors, frequently faces the issue of carbon lock-in, particularly in considerations of investment feasibility and eligibility.

Synopsis Corruption in the Extractive Value Chain by : Collectif
One case of transnational corruption out of five occurs in the extractive sector according to the 2014 OECD Foreign Bribery Report. In this area, corruption has become increasingly complex and sophisticated affecting each stage of the extractive value chain with potential huge revenue losses for the public coffers. This report is intended to help policy makers, law enforcement officials and stakeholders strengthen prevention efforts at both the public and private levels, through improved understanding and enhanced awareness of corruption risk and mechanisms. It will help better tailoring responses to evolving corruption patterns and effectively countering adaptive strategies. The report also offers options to put a cost on corruption to make it less attractive at both the public and private levels.
