This review analyses regulatory barriers to competition in the sectors of freight transport and retail and wholesale trade in Tunisia, with the goal of helping Tunisian authorities make regulation more pro-competitive while fostering long-lasting growth. This report is based on a competition assessment of laws and regulations conducted by the OECD developing recommendations to promote the competitive and efficient functioning of markets under review. It also includes estimates of how the implementation of certain recommendations could impact the economy.

This market study provides an assessment of competition in three broad areas of the retail banking sector in Tunisia: current accounts, bank loans for micro, small and medium enterprises and mobile payment services. The report identifies areas where competition is not working as well as it could, reducing customers mobility and access to finance and limiting the competitive pressure that fintech companies can exert on traditional banks.

This report assesses how foreign direct investment (FDI) contributes to Tunisia’s sustainable development. It uses a wealth of national and international data sources to examine the contribution of FDI to productivity, innovation, job quality and skills development. The report also provides initial policy considerations to improve the impact of FDI on sustainable development in Tunisia.

This report builds on the recommendations of the 2022 OECD Peer Review of Competition Law and Policy in Tunisia. It presents an overview of how to develop competition law guidelines across four areas (merger control, pecuniary penalties, leniency programmes and compliance programmes) and includes a comparative analysis of selected jurisdictions, with the view of assisting Tunisian authorities to develop their own guidelines.

Tunisia has one of the highest unemployment rates within the Middle East and Central Asia. We look at the extent to which institutional factors explain those high unemployment levels. We also assess unemployment cyclicality, by looking at the determinants of labor market sensitivity to the output gap. We find that during the last decade the deterioration of institutional factors that affect labor demand explain not only about a quarter of the unemployment rate increase in Tunisia, but also Tunisia’s excess sensitivity of unemployment to the output gap. Our results suggest that an improved business environment and product market competition, increased labor market flexibility as well as reduced financial constraints and informality would help reduce Tunisia’s unemployment.

This peer review of the Dominican Republic presents the evolution of its competition regime over the last few years and assesses the effectiveness of its current competition law and policy.

Tax competition in the form of harmful tax practices can distort trade and investment patterns, erode national tax bases and shift part of the tax burden onto less mobile tax bases. The Report emphasises that governments must intensify their cooperative actions to curb harmful tax practices.

Financial intermediation is currently a subject of active research on both sides of the Atlantic. The integration of European financial markets, in particular, highlights several important issues. In this volume, derived from a joint CEPR conference with the Fundacion Banco Bilbao Vizcaya (BBV), leading academics from Europe and North America review 'state-of-the-art' theories of banking and financial intermediation and discuss their policy implications. The principal focus is on the risks of increased competition, the appropriate regulation of banks, and the differences between Anglo-American and Continental European forms of financial markets. Relationship banking, stock markets and banks, banking and corporate control, financial intermediation in Eastern Europe, monetary policy and the banking system, and financial intermediation and growth are also discussed.
