BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) represents one of the most diverse regions of the world. Futures thinking and foresight is a powerful planning approach that can help Asia and the Pacific countries meet economic, political, social, and environmental and climate change challenges. This publication shows how the Asian Development Bank (ADB) piloted this approach to understand entry points to support transformational change in the region. It compiles lessons from an ADB initiative to apply futures and foresight tools in Armenia, Cambodia, Kazakhstan, Mongolia, the People's Republic of China, the Philippines, and Timor-Leste. Futures terminology is introduced as are specific tools such as emerging issues analysis, scenario planning, and backcasting. It also describes how futures and foresight tools were applied in the countries.

As a region, Southeast Asia has undergone enormous economic and social changes in the last few decades. Women as a collective have seen their lives transformed as a result of rapid development and economic growth. In exploring the progress made by Southeast Asian men and women, this book seeks to answer the following questions: (a) In what areas have women been able to achieve parity with men? (b) In what areas do women encounter specific disadvantages based on their gender as compared with men? and (c) How have womens concerns and problems been addressed by the governments in this region with the aim of encouraging gender equality? As the title of this book suggests, the chapters provide an analysis of the broad trends - including changes and continuities - in the experiences, interests and concerns of Southeast Asian women. The chapters examine the trends related to women in the following arenas: the family, economic participation, politics, health, and religion. In some arenas, the trends reflect the disadvantages women face, which in turn have led to gender gaps; in other areas, women's progress has been found to eclipse that of the men, although this tends to be the exception.

"Liberal Perspectives for South Asia" discusses the essentials of the liberal philosophy, while also indicating how appropriate it is in the South Asian context. In the past, the subcontinent was renowned for the skill with which it took up the dominant ideologies of the west and articulated them for the Asian context. In the post-colonial period, the only dominant ideology that was sidetracked by all political parties was liberalism, the ideology that promoted freedom of the individual. The idea of a book about the need for liberalism in the subcontinent was the brainchild of Chanaka Amaratunga, who set up the first avowedly Liberal Party in Sri Lanka. Many political parties have implemented liberal policies on an ad hoc basis and without a proper framework to guide them. Not all parties would accept all aspects of a liberal programme, however, in a context in which many parties are seeking an ideology that accords both with the present times and trends, and also with some of the goals they accepted in the past. It is hoped that this volume will provide food for thought and ideas for adoption and incorporation within the party programme. Ranging from erudite expositions of classic liberal thinkers to lively discussions of liberal economic principles put into practice by imaginative entrepreneurs, this volume is essential reading for a region making a swift transition into the contemporary, globalized world.
