The second part explores the growing scope of security problems interconnected with borders, migration, energy and drug trafficking across the region. It highlights how Mexico and Canada are responding or adapting their policy choices to a continental security approach framed by the US after the terrorist attacks of September 11, and to the major concerns of the Obama administration. The third part focuses on the governance of territorial borders and bilateral affairs, i.e. Mexico-US and Canada-Mexico relations.

North American Regionalism problematizes “North America” as an important region in its own right, breaking with the area-studies convention that divides the Global North and Global South portions of the Western Hemisphere at the US-Mexican border. By cutting across this division, the theoretically sophisticated essays in this volume yield new insights about politics, society, and the economy of North America, opening dialogues with the New Regionalism approach and the literature on comparative regional studies. Drawing on a six-year interdisciplinary collaboration among leading scholars from Canadian, Mexican, US, and European universities, the book brings North America back into International Relations’ study of regions and regionalism. The editors of this collection of sixteen articles argue the relationship between the United States and Mexico is at its most tenuous in recent memory. Each article explores the future of US-Mexico relations, focusing on relevant topics such as trade, water, drugs, health, immigration, environmental issues and security. Employing a strategic foresight methodology, the authors use past trends and identify pivotal drivers to predict, based on indicators, at least three possible outcomes for the next few decades: a baseline or continuity scenario, an optimistic version and a pessimistic one. They also articulate the implications each forecast has for both nations. Most chapters are co-written by a scholar from the United States and another from Mexico. While acknowledging it is impossible to predict the future, they nonetheless describe what could occur. Ultimately, the authors of the articles in this fascinating volume make recommendations to achieve a peaceful, integrated and prosperous North America that will drive the world economy. The book is required reading for anyone interested in the binational relationship and the well-being of citizens in both countries.

Twenty years after NAFTA, the consensus seems to be that the regional project in North America is dead. The trade agreement was never followed up by new institutions that might cement a more ambitious regional community. The Security and Prosperity Partnership (SPP), launched with some fanfare in 2005, was quietly discontinued in 2009. And new cooperative ventures like the US‐Canada Beyond the Border talks and the US‐Mexico Merida Initiative suggest that the three governments have reverted to the familiar, pre‐NAFTA pattern of informal, incremental bilateralism. One could argue, however, that NAFTA itself has been buried, and yet the region somehow lives on, albeit in a form very different from regional integration in other parts of the world. A diverse group of contributors, from the United States, Canada, and Mexico, with experience in academia, government service, think tanks and the private sector bring to bear a sophisticated and much needed examination of regional governance in North America, its historical origins, its connection to the regional distribution of power and the respective governments’ domestic institutions, and the variance of its forms and function across different issue areas. The editors begin by surveying the literature on North American regional politics, matching up developments there with parallel debates and controversies in the broader literatures on comparative regional integration and international policy coordination more generally. Six contributors later explore the mechanisms of policy coordination in specific issue-areas, each with an emphasis on a particular set of actors, and with its own way of characterizing the relevant political and diplomatic dynamics. Chapters on the political context for regional policy coordination follow leading to concluding remarks on the future of North America. At a time when scholarly interest in North America seems to be waning, even while important and interesting political and economic developments are taking place, this volume will reinvigorate the study of North America as a region, to better understand its past, present and future.

The Caribbean is made up of a complex, enigmatic region, characterised by great disparities in size, population, geography, history, language, religion, race and politics. This is a region in which harmony and discord work in tandem, trying to link economic logic with political logic. This book is a useful tool not only for those specialists and students of regionalism but for all those putting their hands to the task of nation-building and those interested in the development processes of small states and economies. At the same time, this book is a comprehensive historical record especially highlighting hindrances to development in this region. This study raises two important issues: the ’political imperative of convergence’ and the need for ’appropriate correcting mechanisms’ that align the needs of the local with the regional. It is a volume that underlines the need for a change in strategy and makes proposals as to how to go about making those changes.

Bridging foreign policy analysis and international political economy, this volume offers a new look at the problem of agency in comparative regional integration studies. It examines evolving regional integration projects in the Eurasian space, defined as the former Soviet Union countries and China, and the impact that Russian foreign policy has had on integration in the region. Mikhail Molchanov argues that new regionalism in Eurasia should be seen as a reactive response to contemporary challenges that these developing states face in the era of globalization. Regional integration in this part of the world treads the unknown waters and may not simply repeat the early steps in the evolution of the European Union. The question of a hegemonic leadership in particular, as exercised by a country that spearheads regional integration efforts, animates much of the discussion offered in the book. Moreover, Eurasian regionalisms are plural phenomena because of complementary and competing projects that engage the same, or partially overlapping, groups of countries. By combining foreign policy studies with an examination of the international political economy of regionalism in Eurasia the author furthers our understanding of new regionalism, both theoretically and empirically.

Zahid Shahab Ahmed evaluates the progress of the South Asian Association for Regional Cooperation (SAARC). This study goes beyond economic integration to present a detailed appraisal of cooperation under the overarching themes of economic cooperation, environmental security, human welfare, and cooperation in security matters. According to the author, SAARC is making progress in addressing the myriad of issues on its agenda. The transition from agreements to actions and frequent interactions among the member states has boosted confidence. The progress of SAARC is more evident in the less controversial areas of human security, such as poverty alleviation, health and safety, human resources development, and higher education. Notwithstanding enthusiastic commitments reflected in agreements and action plans, there is a gulf between rhetoric and implementation most notably in sensitive areas relating to traditional security. In the light of the findings of this study, the author proposes that greater cooperation in common human security areas has a potential to pave the way for a cooperation on issues of a ’contentious’ nature, particularly terrorism.
