1 Facility Location Problems The location problem has been with humans for all of their history. In the past, many rulers had the decision of locating their capital. Reasons for selecting various locations included central location,transportation benefits to foster trade, and defensibility. The development of industry involved location problems for production facilities and trade outlets. Obvious th criteria for location ofbusiness facilities includedprofit impact. In the 19 century, there seemed to be a focus on the cost of transporting raw materials versus the cost of transporting goods to consumers. Location decisions were made considering all potential gains and expenses. Some judgment was required, because while most benefits and costs could be measured accurately, not all could be. Successful business practice depended on the soundjudgment of the decision-maker in solvinglocation problems. Each of these enterprises produced some wastes. Finding a location to dispose of these wastes was not a difficult task. In less-enlightened times, governments resorted to fiat and land-condemnationto take the sites needed th for disposal. In the 19 century, industry grew rapidly in Great Britain and elsewhere as mass production served expanding populations of consumers. The by-products of mass-production were often simply discarded in the most expeditious manner. There are still mountains in the United States Introduction 2 with artificial facades created from the excess material discarded from mining activity. We have developed the ability to create waste of lethal toxicity.

This book applies Multicriteria Decision Making (MCDM) tools and techniques to problems in location analysis. It begins with a generic model for MCDM and subsequently develops specific versions of the technique for particular location problems. Throughout the book, MCDM is understood to encompass all tools and techniques that choose or rank existing or feasible solutions, including discrete multi-attribute decision making (MADM) problems, which typically include an attribute table that specifies the consequences of each decision with regard to the given criteria, as well as multi-objective linear problems (MOLPs), which incorporate all objectives in a single optimization problem. The book is organized as follows: the first four chapters introduce readers to the basic tools and techniques used in single-objective optimization, multicriteria decision making, location analysis, and other tools, such as statistical regression and geographical information systems. This is followed by ten chapters on model applications, each of which introduces readers to a specific location problem and applies one technique to solve it. The book is then wrapped up in a closing chapter that looks at the location process from a practitioner’s point of view. This book is intended as a textbook for upper-undergraduate and master-level courses on location analysis. It will also benefit decision-makers who actually need to locate facilities.

This book describes an original approach to solving tasks of individual and collective choice: classification, ranking, and selection of multi-attribute objects. Object representation with multisets allows considering simultaneously numerical and symbolic variables. In group verbal decision analysis, judgments of all participants are taken into account without a compromise between contradictory. Natural language is used to describe problems and objects, formalize knowledge of experts and preferences of decision makers, and explain results. Verbal methods and technologies are more transparent, less laborious for a person, and weakly sensitive to measurement errors.
