This publication examines Mongolia’s recent economic development and outlines reforms that would help the country take advantage of its many opportunities. Mongolia is rich in natural resources and, although landlocked, is well-placed to boost trade with its two giant neighbors. The country needs to diversify its economy beyond mining, enhance economic stability, and increase employment. To maximize Mongolia’s potential the government can improve macroeconomic management, enhance the skill base, and provide hard and soft infrastructure to promote trade and efficient logistics. Governance and institutional reforms are also crucial. The government will need to continue to drive reforms so that they are well implemented and deliver the intended change.

Mongolia at the Market looks at the process of economic transition and development in the years since Mongolia started the transition toward a market economy. The book describes the new market economic system of Mongolia through an analysis of the country's economic branches, sectors, and market components. It also examines the issues of transition and development which determine trends of national economic development. Land-locked between its giant neighbors, Russia and China, Mongolia was the first Asian country to adopt communism and the first to abandon it. When the Soviet Union collapsed in the early 1990s, Mongolia turned to international financial agencies—including the International Monetary Fund, the World Bank, and the Asian Development Bank—for help in compensating for the economic changes caused by disruptions in the communist world. Modern Mongolia is the best-informed and most thorough account to date of the political economy of Mongolia during the past decade. In it, Morris Rossabi explores the effects of the withdrawal of Soviet assistance, the role of international financial agencies in supporting a pure market economy, and the ways that new policies have led to greater political freedom but also to unemployment, poverty, increasingly inequitable distribution of income, and deterioration in the education, health, and well-being of Mongolian society. Rossabi demonstrates that the agencies providing grants and loans insisted on Mongolia's adherence to a set of policies that did not generally take into account the country's unique heritage and society. Though the sale of state assets, minimalist government, liberalization of trade and prices, a balanced budget, and austerity were supposed to yield marked economic growth, Mongolia—the world's fifth-largest per capita recipient of foreign aid—did not recover as expected. As he details this painful transition from a collective to a capitalist economy, Rossabi also analyzes the cultural effects of the sudden opening of Mongolia to democracy. He looks at the broader implications of Mongolia's international situation and considers its future, particularly in relation to China.

Almost 10 years ago the mineral-rich country of Mongolia experienced very rapid economic growth, fuelled by China’s need for coal and copper. New subjects, buildings, and businesses flourished, and future dreams were imagined and hoped for. This period of growth is, however, now over. Building on long-term friendships, which span over 20 years, Rebecca documents their personal journeys in an ever-shifting landscape. She reveals how these women use experiences of living a ‘life in the gap’ to survive the hard reality between desired outcomes and their actual daily lives. In doing so, she offers a completely different picture from that presented by economists and statisticians of what it is like to live in this fluctuating extractive economy.

Ole Bruun focuses on a community of nomadic livestock herders in present-day Mongolia. He depicts their transition from a contained, Soviet-era collective to modern times and addresses the most essential conditions for their continued survival and prosperity in the age of the market: the adaptability of their own culture and working strategies, government policy, and international attention. By studying the nomadic practice of animal husbandry in the context of family farms, Bruun points out the similarity to the peasant economy defined by the Russian agricultural economist Alexander Chayanov nearly a century ago. In both economies, the labor-consumer balance and life-cycle variations commonly set the term for economic strategies, yet the pastoral economy involves a highly specialized form of agriculture in which the scale of exchange determines wealth and lifestyle. In a vast territory such as Mongolia, infrastructure, social benefits, and other means of state support are crucial to prevent herders from sliding into a subsistence orientation, eventually leading to poverty.

Drawing on Mongolian and international data, RAND analyzed the Mongolian labor market and compared it internationally. Based on an original survey, this report also examines challenges young people face in employment and education in Mongolia.

The Government of Mongolia has identified agriculture as a priority area for growth. Agriculture sector development is key to diversifying the economy, reducing the reliance on vegetable imports, alleviating poverty, and improving nutrition in the country’s large rural population. The Asian Development Bank prepared this publication, which analyzes the market and value chain for vegetables. The collapse of socialism at the end of the twentieth century brought devastating changes to Mongolia. Economic shock therapy—an immediate liberalization of trade and privatization of publicly owned assets—quickly led to impoverishment, especially in rural parts of the country, where Tragic Spirits takes place. Following the travels of the nomadic Buryats, Manduhai Buyandelger tells a story not only of economic devastation but also a remarkable Buryat response to it—the revival of shamanic practices after decades of socialist suppression. Attributing their current misfortunes to returning ancestral spirits who are vengeful over being abandoned under socialism, the Buryats are now at once trying to appease their ancestors and recover the history of their people through shamanic practice. Thoroughly documenting this process, Buyandelger situates it as part of a global phenomenon, comparing the rise of shamanism in liberalized Mongolia to its similar rise in Africa and Indonesia. In doing so, she offers a sophisticated analysis of the way economics, politics, gender, and other factors influence the spirit world and the crucial workings of cultural memory.

This groundbreaking book analyzes the dramatic impact of Han Chinese migration into Inner Mongolia during the Qing era. In the first detailed history in English, Yi Wang explores how processes of commercial expansion, land reclamation, and Catholic proselytism transformed the Mongol frontier long before it was officially colonized and incorporated into the Chinese state. Wang reconstructs the socioeconomic, cultural, and administrative history of Inner Mongolia at a time of unprecedented Chinese expansion into its peripheries and China’s integration into the global frameworks of capitalism and the nation-state. Introducing a peripheral and transregional dimension that links the local and regional processes to global ones, Wang places equal emphasis on broad macro-historical analysis and fine-grained micro-studies of particular regions and agents. She argues that border regions such as Inner Mongolia played a central role in China’s transformation from a multiethnic empire to a modern nation-state, serving as fertile ground for economic and administrative experimentation. Drawing on a wide range of Chinese, Japanese, Mongolian, and European sources, Wang integrates the two major trends in current Chinese historiography—new Qing frontier history and migration history—in an important contribution to the history of Inner Asia, border studies, and migrations.
